Effective immediately, state agencies owning "elevators", including incline lifts, vertical lifts and more, will need to visit this website to renew. Please complete the renewal application and forward that renewal, the inspection report and if applicable, the signoff to: elevatorsafety.lic@maine.gov for processing. We will no longer accept lists of units to be renewed. This will assist everyone involved to more efficiently process renewals.
PROPOSED RULEMAKING:
The Director is proposing changes to four chapters of the Elevator and Tramway Safety Program rules:
Chapter 501 Definitions (amend)
Chapter 511 National Codes Applicable to Elevators and Tramways
(repeal and replace)
Chapter 513 Elevators (amend)
Chapter 521 Elevator Owners’ Duties and Responsibilities (amend)
It is expected that the rulemaking will update the national codes and standards that apply to the elevators and tramways installed in the State of Maine and will implement LD 1709 from the 131st Legislature (P.L. 2023, c. 326), providing the Director shall adopt rules regarding the proper operation of construction hoists and training requirements for construction hoist operators. It is also expected that the rule will align the minimum size of at least one passenger elevator that must reach all stories in a building pursuant to 32 M.R.S. § 15228 with the provisions of MUBEC, and also reflect the size of ambulance stretchers used in Maine.

AMENDED RULEMAKING:
Recently, the fee rule was amended to implement LD2214, enacted by the 131st Legislature as P.L. 2023, c. 643. LD2214 directed that the fee rule be amended to the extent necessary to cover ongoing costs of two additional Elevator Inspector positions, to allow for a future reclassification or reorganization of all Elevator Inspector positions, to take into account reimbursement for required travel and expenses associated with elevator inspections, and to consolidate fees charged by the program. The current proposed rulemaking amends the rule further to make a technical correction as well as add a category of regulated equipment that was inadvertently omitted. The proposed rulemaking clarifies that the follow-up inspection fee and the temporary use elevator inspection fee apply more broadly than to only modernization plan approvals. What's New
NOTICE CONCERNING DELIVERY OF ELEVATOR/TRAMWAY INDIVIDUAL LICENSES
Individual Elevator/Tramway licenses are now delivered to licensees via email. Unit certificate renewal reminders and renewed certificates are emailed to the elevator owner. The email sender is displayed as "noreply@maine.gov" and the subject as "YOUR OFFICIAL (license type) LICENSE IS ATTACHED". Paper licenses will NOT be mailed to individual licensees with an email address on file with the Program.
