  • Woman's death in Lovell was ruled a Homicide

    On Thursday, February 24, 2022, shortly after 01:34 a.m., the Oxford County Sheriff’s Office responded to a home at 82 Pleasant Point Road in Lovell to conduct a welfare check on 41-year-old Jennifer Lingard of Dighton, Massachusetts. Lingard was in Lovell vacationing at her family’s home.  Deputies arrived to find Jennifer deceased inside the home with her two young children who were unharmed. Maine State Police Major Crime Unit Detectives were called to assist in the investigation and worked with witnesses and family members to gather statements and evidence. Maine State Police Detectives worked with the Newport, Rhode Island Police to locate and speak with 33-year-old Sami Daou of Newport, Rhode Island who was vacationing with Lingard and her children in Maine. Lingard and Daou were in a relationship at the time.

    On Saturday, February 26, 2022, Daou was found deceased inside his Rhode Island home. The Rhode Island medical examiner determined that Daou died as a result of a drug overdose. The Office of Chief Medical Examiner in Augusta conducted an autopsy following Lingard’s death back in February.  After recently receiving toxicology results, Deputy Chief Medical Examiner Liam Funte ruled her death a homicide.  The Maine State Police continue to investigate the circumstances surrounding Lingards’ death.
     

  • 300 Grams of Meth Seized After Traffic Stop

    Meth SeizedA traffic stop led to an arrest and more than 300 grams of Methamphetamine seized by Troopers.

    On August 24, 2022, at approximately 7:15 P.M., Trooper Jordan Bragan conducted a traffic stop for an inspection violation at mile 175 northbound in Hermon.  After observing several indicators of criminal activity, Trooper Bragan went back to his cruiser and requested a K9 unit. The driver, 29-year-old Patrick Murico, of Lewiston, attempted to throw contraband out of the vehicle. Trooper Bragan witnessed the act and retrieved the contraband which was 300 grams of Methamphetamine.

    As a result of this investigation, Murico was charged with class A Trafficking of Methamphetamine.  Murico was also charged with  Unlawful Possession of Schedule Drugs and Trafficking in Prison Contraband.
     

  • Traffic Stop in Gray shuts down off-ramp

    On Thursday, September 1, 2022  at approximately 9:45 am,  Maine State Police Troop G received a complaint from the Maine Turnpike Authority Dispatch that an MTA maintenance crew member had observed a white minivan operating erratically in the area of mile marker 55 northbound.  The crew also reported there appeared to a be a male and a female in the van involved in an altercation.  Troopers located the vehicle a few minutes later and observed the same conduct reported by the Maine Turnpike Authority.  The vehicle was stopped near Exit 63 in Gray and both occupants, the driver 41-year-old Julio Garcia of Gray and passenger 33-year-old Hope Champagne of Gray were uncooperative with the investigation. Due to the nature and location of the stop Exit 63 NB was temporarily shut down and traffic was diverted to I-295. Garcia was ultimately charged with Criminal Operating After Suspension and the vehicle was towed from the scene.

  • Maine State Police Investigate Sanford Death

    On Friday, September 2, 2022 at approximately 4:51 pm, the Sanford Police Department responded to the intersection of Bates and Bowdoin Streets as a result of a 911 call. It was reported that a male had been stabbed.  When officers arrived on-scene they learned that the male had been transported to the hospital in a private vehicle. The Sanford Police Department notified the Maine State Police Major Crimes Unit – South who responded to the scene along with the Maine State Police Evidence Response Team.
     
    The victim, 32-year-old Dane Brooks of Sanford succumbed to his injuries on the morning of Saturday, September 3, 2022. The Office of Chief Medical Examiner in Augusta conducted a post-mortem examination on the deceased Sunday morning, September 4, 2022. 
     
    Crime scene technicians and analysts from the Maine State Police Evidence Response Team processed the scene. Detectives from the Major Crimes Unit - South continue to investigate the circumstances of the incident along with the assistance of the Sanford Police Department.  
     

  • Troop F Weekly Report 08-29 to 09-04-22

    Brief Synopsis:       Tr. Desrosier responded to a three-vehicle crash in Saint Agatha.  A man was driving and using his cellular phone.  He crossed the centerline and into oncoming traffic.  He struck one car head on causing her to hit another vehicle driving in the opposite direction.  The drivers had minor injuries, but no one was seriously hurt.  The man using his phone was issued a summons for the violation.

    Brief Synopsis:       Tr. Castonguay stopped a vehicle in Hodgdon for a traffic infraction.  Further investigation and Field Sobriety Testing revealed the driver was impaired with liquor.  Tr. Castonguay arrested the woman and brought her to the Aroostook County Jail for a breath test.  After the test, the woman was able to post bail for OUI and was released.

    Brief Synopsis:       Tr. Castonguay responded to a vehicle fire in Ludlow.  The truck was hauling garbage and debris in the bed, and something caught fire while it was driving.  The fire quickly engrossed the entire vehicle.  The occupants of the truck were able to get stopped and exit the vehicle without injury.  The truck was a total loss.

    Brief Synopsis:       Tr. Curtin received a theft complaint from a resident in Saint Agatha.  The victim advised she had a large pile of scrap metal that was supposed to be picked up at her house.  Before that person could pick it up, someone else came and took the metal without her permission.  Tr. Curtin developed a suspect and located the metal at his residence.  After meeting with him as well as the victim, they both agreed to handle it civilly and the victim did not want to pursue charges against the man.

    Brief Synopsis:       Tr. Curtin received a theft complaint from a resident in Van Buren.  The victim advised a package had been delivered from UPS and someone stole the package before she could get it.  Tr. Curtin reviewed surveillance footage at the Van Buren Housing Authority and was able to develop a suspect.  Tr. Curtin met with the suspect who admitted to taking the package and agreed to give it back.  The victim declined to press charges.

    Trooper Jarid Leonard conducted a traffic enforcement detail on Route 3 in Trenton. Distracted drivers were stopped for manipulating a cellular device while in heavy traffic. Many of those motorists were issued summonses for using a handheld device while driving a motor vehicle.

    Trooper Jarid Leonard is investigating a report in Brookton Township. It was reported someone kicked in the front door to a camp. Currently the investigation is ongoing.

    08-30-22

    On August 29, 2022, Trooper Leonard, Sergeant Ryan, and Corporal Taylor responded to Marden's in Calais. Sergeant Ryan responded to an alarm and found the front windows had been smashed in with a rock. While en route, Trooper Leonard found a male walking away from the scene on North Street in Calais. His name was David Dean (44) of Baileyville. Marden's supplied a photo of the suspect from their store video. David matched the description down to his clothing and facial characteristics. David was arrested and transported to the Washington County Jail for:

    -             Burglary, Class C

    -             Aggravated Criminal Mischief, Class C

    -             Criminal Trespass, Class D

    -             Theft by Unauthorized Taking or Transfer, Class E

    Trooper Steven Mahon arrested Brandon Summerson (31) of Jonesboro, for Operating Under the Influence of Alcohol after a traffic stop in Gouldsboro.

    Trooper Travis Chapman is investigating a theft of a Generac generator from a camp in Danforth. Currently the investigation is ongoing.

    Trooper Jarid Leonard conducted a traffic enforcement detail on Route 3 in Trenton. Distracted drivers were stopped for manipulating a cellular device while in heavy traffic. Many of those motorists were issued summonses for using a handheld device while driving a motor vehicle.

    Trooper Jarid Leonard conducted a motor vehicle stop in Trenton on Madison Hayward (21) of Trenton. Madison was charged for failing to register her motor vehicle and using a handheld device while operating a motor vehicle.

    Sergeant Endre conducted a motor vehicle stop in Milbridge on Oscar Hughes (56) of Milbridge. Oscar was charged for operating after suspension and possessing a suspended driver’s license.

     

  • Multi vehicle crash on I-295 in Portland

    295 CrashOn Wednesday, September 7, 2022 at approximately 7:40 am, Troopers responded to a minor two-vehicle crash at Exit 6B southbound on Interstate 295 in Portland. That crash given it’s location caused traffic to back up into Falmouth.

    At 8:20 am, due to that initial crash Troopers responded to a secondary crash in the southbound #1 lane on Tukey’s Bridge on Interstate 295 in Portland. During the heavy commuter traffic a 2016 Toyota Rav 4 driven by 20-year-old Jessica Bryant of Brunswick struck the rear of a GMC pick-up truck which pushed the driver into the breakdown median.   Bryant’s vehicle continued southbound and struck a Toyota 4 runner which struck a small Kia sedan.  The Toyota 4 runner was then pushed into a Subaru which was being driven in lane #2.   Bryant’s Toyota Rav 4 was disabled and remained in the #1 passing lane while other vehicles were pushed toward the breakdown lane.  Portland Police and Fire arrived on scene and assisted with injuries to Bryant.  She was eventually transported to Maine Medical Center with non-life threatening injuries.  Troopers arrived on scene and managed the commuter traffic by “cruiser pushing” Bryant’s disabled vehicle which was blocking all southbound traffic to the breakdown lane where it was later towed by Stewart’s and Maietta’s towing. The goal for emergency personnel is to clear roadway as soon as possible to get traffic flowing and reduce secondary crashes. 

    Witnesses reported that Bryant was using her cell phone prior to the crash and was a contributing factor to the major crash.  

    Bryant was interviewed at the hospital by investigating Troopers and summonsed for Operating motor vehicle while improperly using a handheld electronic device or mobile telephone.
     

  • Troop E Weekly for 8-31-2022 to 9-3-2022

    On 9/3/2022, Tr. Haverly-Johndro was monitoring southbound traffic on I-95 in Hampden.  Tr. Haverly-Johndro observed a vehicle travel past him with a passenger taillight out.  Tr. Haverly-Johndro stopped the vehicle and made contact with the operator, who was identified as Nicholas Cummings (40 years old of Oakland).  Tr. Haverly-Johndro learned Nicholas was suspended.  Nicholas was issued a summons for operating after suspension.  

    On 9/4/2022, Tr. Nelson stopped a vehicle travelling 108mph in a 70mph zone in Howland. Tr. Nelson initiated the stop at 217 NB and made contact with the driver, Logan Burke (22 of VT). He admitted to going around 97mph, as he stated he was going to Mattawamkeag. Logan was summonsed for Criminal Speed.  

    On 8/31/2022, Tr. Bean responded to the area of 154 Middle Road in Bradford for the report of a suspicious male, that was reportedly knocking on the windows of the home at this address.  When Tr. Bean arrived in the area, he came in contact with Damien Lane (34 of Bradford).  At the time of contact, Lane had and outstanding arrest warrant and was on bail conditions.  As Tr. Bean was placing Lane under arrest, he located a half of a ticket of heroin on Lane’s person.  Lane was subsequently arrested and charged with unlawful possession of scheduled drugs and violation of conditions of release.

    On 8/30/2022, Tr. Bragan attempted to stop a blue SUV for operating 30 mph under the speed limit on I-95 at mile 175 (Hermon). The vehicle was also operating with no rear lights on. Tr. Bragan witnessed an approaching vehicle almost strike the suspect vehicle due to it being night-time and the vehicle not being visible. Tr. Bragan got behind the vehicle and activated his emergency lights. The vehicle failed to stop for approximately three miles while continuing to operate 30 to 35 mph under the speed limit. Tr. Bragan conducted a PIT maneuver on the vehicle to end the FT Stop. Tr. Bragan identified the driver as Svitlana Palamarchnk who had just arrived to the U.S. from Ukraine. Svitlana could not understand English and spoke it poorly. Svitlana admitted to seeing Tr. Bragan but did not realize she was supposed to pull over. Svitlana was charged with failing to stop.  

    On 8/30/2022, Tr. Peterson and Tr. Yankowsky responded to a crash on the Lagrange Rd in Bradford. Darrell Archer, 64, of Corinth, and another occupant had crashed into the bridge railing doing severe damage to the car. The vehicle was towed to a residence up the street before the Troopers arrived on scene. As a result of the investigation, Archer was taken into custody and taken to Troop E for an intoxilyzer test which showed he was over the legal limit. Archer was summonsed for OUI.

    On 8/29/2022, Tr. Olmstead responded to a trespass complaint in Bradford. A complainant called reporting that Damien Lane, 35-year-old transient, had kicked in her door looking for his backpack. Upon arrival Tr. Olmstead spoke with both parties. The complainant declined pursuing criminal charges and stating she just wanted Damien not to return. Tr. Olmstead warned Damien not to return and also arrested him for an unrelated failure to appear warrant. Damien was transported to Penobscot County Jail without issue. 

    On 9/1/2022, Tr. Ramp stopped a vehicle on Route 15 in Corinth for having a suspended registration.  Tr. Ramp identified the operator, Dylan Wright 21 of Corinth.  Tr. Ramp summonsed Wright for operating with a suspended registration.   
    Brief Synopsis: On 9/3/2022, Tr. Ramp was dispatched to a traffic complaint of a UPS truck operating erratically on I95.  Tr. Ramp located the truck and stopped it for the operation in Hermon.  Tr. Ramp determined that the operator John Parker, 37, of Bangor, was not under the influence.  Tr. Ramp learned that Parker had an active warrant for his arrest.  Tr. Ramp placed Parker under arrest and transported him to the Penobscot County Jail.

    On 9/2/2022, Tr. Kurth initiated a traffic stop on a vehicle speeding on Route 2 in Enfield. The operator, Cody Archer, 30 of Enfield, had a suspended license for failure to pay fines.  Archer was summonsed for the Civil Infraction. 

  • Troop F Weekly Report 09-05 to 09-11-22

    Brief Synopsis:       Tr. Roy investigated a theft of lumber at a residence/farm in Woodland.  Tr. Roy received anonymous information regarding the theft, the offender.  After speaking with the property owner, got a description of the stolen lumber, and investigated.  Tr. Roy was able to locate the wood, interview the offender, and issued him a criminal summons for the crime.  The lumber was returned to its owner.

    Brief Synopsis:       Tr. Roy was driving through Caribou and observed a vehicle commit a traffic infraction.  Upon stopping the car and investigating, it was determined the driver had a suspended driver’s license and was on bail with a curfew.  The man also admitted to knowing the vehicle was not safe to be on the roadway due to worn and missing components.  Tr. Roy issued the man a criminal summons for OAS and VCR, and a traffic summons for operating a defective motor vehicle, failing to stop at a stop sign, and not having an inspection certificate.  The man was issued a warning for being in violation of his curfew.

    Brief Synopsis:       Tr. Roy was conducting traffic enforcement in New Sweden and stopped a vehicle for speeding.  After an investigation, it was determined the man had a suspended Maine driver’s license for insurance violations.  The man was issued a criminal summons for OAS and a traffic summons for having an expired inspection certificate.  He was issued a warning for speeding.

    Brief Synopsis:       Tr. Castonguay was conducting traffic enforcement in Patten and observed a vehicle with defective equipment.  After stopping the vehicle and investigating, it was found the man had an expired driver’s far over 90 days.  Tr. Castonguay also suspected the 2022/2023 inspection certificate attached to the vehicle was fraudulent.  Upon further examination, it was discovered the sticker belonged to a different vehicle.  The sticker was removed, and the driver was issued a criminal summons for operating with an expired driver’s license over 90 days and a criminal summons for displaying a fictitious inspection certificate.

    Brief Synopsis:       A male came to the Troop F Barracks to turn himself in on an outstanding warrant. The male advised he had missed his court date and just wanted to get the issue resolved. Cpl. Kilcollins placed the male under arrest and contacted a bail commissioner. The male was bailed on his warrant and given a new court date.

    Brief Synopsis:       Tr. Barnard responded to the report of a vehicle theft in Merrill. An employee from Northeast Paving called in to report one of their pickups were missing. The truck had been taken from their asphalt plant in Smyrna. The employee advised using GPS on the truck he was able to track it to a field in Merrill. Tr. Barnard responded to the field and the stolen truck was located towards the back of the field. At this time, it is unknown who took the pickup. This is an ongoing investigation.

    Brief Synopsis:       Troop F received information reference to a male who was possibly hiding out in Grand Isle, who had four active warrants. One of the warrants the male was wanted on was for dissemination/ possession of sexually explicit materials of a minor. Tr. Martin and Deputies from the Aroostook County Sheriff’s Office checked an address for the male. Tr. Martin and Deputies located the male and placed him under arrest without incident on the four warrants. The male was able to make bail, so Tr. Martin transported him to Caribou where they met with a bail commissioner. The male was bailed and was given a new court date for the charges.

    Brief Synopsis:       Tr. Saucier received a complaint from a local business in Sherman advising a male subject was acting inappropriately while at the store.  They requested Tr. Saucier serve the man a trespass notice.  Tr. Saucier met with the Stacyville man and served him a Criminal Trespass notice.

    Brief Synopsis:       Tr. Saucier received a complaint of a vehicle doing burnouts in Sherman.  Tr. Saucier located and stopped the vehicle for an expired registration and vehicle defects.  Tr. Saucier found alcohol in the vehicle and as a result charged the Stacyville man with Illegal Transportation of Liquor as well as no insurance.

    Brief Synopsis:       Cpl. Casavant received a call from a local business in Limestone advising a female had been in the store causing a disturbance.  They requested the female be served a trespass notice.  Cpl. Casavant met with the 45-year-old Limestone woman and served her the notice without incident.

    Brief Synopsis:       Tr. Saucier was monitoring traffic in Sherman when he stopped a vehicle for multiple defects.  As a result of the stop, Tr. Saucier arrested the operator, a 44-year-old Sherman man for Operating after Revocation (3 priors).  Tr. Saucier also charged him with Attaching False Plates.  The man was transported to East Millinocket PD where he made bail.

    Brief Synopsis:       Tr. Cotton and Sgt. Haines responded to a motor vehicle crash on Fort Street in Mars Hill.  As a result of Tr. Cotton’s investigation, he arrested and charged a 24-year-old Ludlow man for OUI.  The man was taken to Aroostook County Jail after being confrontational during the majority of the investigation.

    Brief Synopsis:       Tr. Cotton stopped a vehicle in Presque Isle for a vehicle defect.  As a result of the stop, Tr. Cotton summonsed a 47-year-old Limestone woman with civil OAS.

    Brief Synopsis:       Cpl. Casavant received a theft report from a man in Woodland.  He advised he spent the night at a friend’s house in Perham the night before.  When he woke up, he found someone had gone into his truck and stolen several items.  The investigation is ongoing.

    Brief Synopsis:       Cpl. Casavant responded to a grocery store in Limestone in reference to a theft. The employee advised a man and woman came into the store and attempted to purchase several items including cigarettes and a lighter.  The woman left the store with the cigarettes and the lighter while the man stayed to pay for the rest of the items.  When the man realized he did not bring his reusable bags with him, he told the employee he would go get them outside and come back.  The man never came back to the store leading the employee to believe they were trying to steal cigarettes and the lighter.  The employee did not know who the subjects were, and they arrived on foot.  The investigation is ongoing.

  • Northern Field Troop Weekly Report for Sept. 4 through Sept. 10

    On Sept. 6, 2022, while patrolling in the town of Mattawamkeag Tr. Dwelley noticed a vehicle known to drive around Crystal Twitchell 35 y/o of Mattwamkeag. The vehicle was parked in the driveway and two individuals were loading things into it. Tr. Dwelley knew Twichell had multiple arrest warrants one of which for Class B Burglary. Twitchell had been on the run for several months. Tr. Dwelley pulled into the driveway and recognized Twitchell walking toward the house. Tr. Dwelley arrested Twitchell and transported her to Penobscot County Jail without incident. 

    On Sept. 9, 2022, while patrolling in the town of Mattawamkeag Tr. Dwelley noticed a silver Dodge challenger Hellcat doing a burnout on main street and traveling at an extremely high rate of speed. Tr. Dwelley conducted a traffic stop on the vehicle and as a result, Ira Averill 62 y/o of Prentiss, was arrested and charged with OUI Alcohol and exceeding the speed limit by 30MPH or more.    

    On Sept. 10, 2022, Tr. Creamer was on patrol on I-95 in Etna when he observed a vehicle speeding north bound on I-95. Trooper Creamer stopped the vehicle and after speaking with the operator Robin Morris 38 YOA of Minot was found to have a revoked license.  Morris was charged for OAR and his vehicle was towed.

    On Sept. 9, 2022, Cpl. Dube was patrolling on I95 in Bangor when a silver Toyota sedan bearing ME PC 3605VY passed on the right at a high rate of speed.  The operator was found to be travelling 91 miles per hour in a 60 mile per hour zone in a busy section of interstate in Bangor.  The operator was identified as Felicia Comando, 23 YOA of Danforth.  Comando was summonsed for criminal speed. 

    On Sept. 10, 2022, Tr. Haverly-Johndro responded to a possible personal injury crash, located in Stetson.  Upon arrival, Tr. Haverly-Johndro observed a vehicle had crashed into a utility pole, splitting the pole in half.  Tr. Haverly-Johndro was unable to locate anyone with the vehicle.  Further investigation lead Tr. Haverly-Johndro to locating the operator of the vehicle the next day.  Tr. Haverly-Johndro charged Chase Mitchell (24 years old of Stetson) with failing to notify by quickest means of a property damage crash.

    On Sept. 5, 2022, Cpl. Jeff Taylor and Sgt. Jeff Ingemi responded to a third-party report of a verbal argument at the White Birches in Hancock.  Upon arrival, troopers located and identified a couple in a vehicle talking. As a result of the investigation, Carl Miller, 33, of Hancock, was arrested for domestic violence assault.    

    On Sept. 8, 2022, Tr. Nelson stopped a vehicle travelling 97mph in a 60mph zone. Tr. Nelson initiated the stop at 187 NB and made contact with the driver, Bethany Carr (35 of Canaan). She stated she was late for work, and thought she was going around 80mph. Bethany was summonsed for Criminal Speed.  

                  
    On Sept. 8, 2022, Tr. Gould responded to a seasonal residence in Lakeville where it was reported sometime in the last two days someone cut the lock on the victim’s trailer. The suspect stole a brand-new Milwaukee branch cutter and damaged the residence’s motion sensor lights.  No identified suspects at this time.  Investigation continues.

    On sept. 8, 2022, Tr. Olmstead observed a red Nissan Altima pulling out of a gas station onto Griffin Rd. in Bangor without its headlights on at nighttime. Tr. Olmstead conducted a traffic stop. The operator was identified as Michael Voye, 45 of Bangor. Michael’s license was currently suspended. Tr. Olmstead summonsed Michael for OAS. 

    On Sept. 7, 2022, Tr. Ramp stopped a vehicle for traveling 93mph in a 60-mph zone on Interstate 95 in Bangor. Tr. Ramp identified the operator as Daniel Bachner, 20 of Gorham. Tr. Ramp summonsed Bachner for criminal speed. 

    On Sept. 10, 2022, at approximately 0855 hours, Tr. Plaisted took a complaint from; Stacy Castonguay, 56, of Stetson. Stacy reported that her brother, Thomas M. Stevens, 52, of Gray is driving without a license in the Stetson area and is an alcoholic. Stacy provided a vehicle description and plate number. Tr. Plaisted told Stacy he would see about locating him. Tr. Plaisted also determined that Thomas license was revoked, and his vehicle license plates were false attached. At approximately 1012 hours, Tr. Plaisted locate Thomas driving on the Burleigh Road in Stetson. Thomas was in the vehicle described by Stacy. Tr. Plaisted stopped the vehicle and Thomas was the sole occupant. Thomas was arrested and charged with OAR, Class C, VCR, Class C and False Attachments of Plates; Class E. Thomas was transported to PCJ in Bangor. No bail was awarded. 

    On Sept. 9, 2022, Tr. Kurth summonsed Yi Li, 56 of Mattawamkeag, for Operating a Motor Vehicle with a Suspended Registration. Li has previously been warned about his suspended registration. However, he has failed to pay toll fees – the cause for registration suspension. 

    On Sept. 10, 2022 Tr. Einar Mattson stopped a vehicle on Main Street, Franklin for speeding. Tr. Mattson arrested the operator, Jesse Foster (42) Bucksport for OAS and a warrant for theft by deception / home repair fraud.

    On Sept. 10, 2022, Tr. Kim Sawyer arrested Kari Lofgren (39) of Portland for an outstanding warrant for failure to appear.
