Troop D weekly activities for time October 12th to October 18th, 2020

On 10/14/2020 Tr. Belanger, and Cpl. Quintero stopped Clifford Sousa (45) of Gardiner on Water St in Randolph for speeding. Sousa was on probation and was found to be in possession of suboxone. SOUSA was arrested for possession of schedule W drugs and violating probation.

On 10/14/2020 Tr. Belanger stopped Daniel Wheelock (57) of West Gardiner for an expired inspection sticker on Maine Ave in Farmingdale. Wheelock had a suspended driver’s license and was charged with OAS.

On 10/17/2020 Tr. Belanger Cpl. Quintero, and Sgt. Couturier stopped Bethany Hasson-Meunier (31) of Oakland for an inadequate plate light on 295 mm 51 South. Hasson was found to be in possession of 5 grams of fentanyl, methamphetamines, and drug paraphernalia. Hasson was charged with Unlawful Trafficking in Schedule W Drugs, Unlawful Possession of Schedule W Drugs, and VCR.

Topsham Fatal Indictment

A Massachusetts man was indicted by a Grand Jury for felony manslaughter charges for killing another motorist on I-295 earlier this year.

On Oct. 14, 2020, following several months of investigation, a Grand Jury indicted Nasser Tibaijuka, 42, of Waltham, Massachusetts, on a charge of Manslaughter, Class A. This charge is resulting from a fatal motor vehicle crash that occurred on July 3, 2020, in Topsham on I-295, where Mr. Tibaijuka struck and killed Joseph Fisher, 41, of Woolwich, while he was securing an item in his truck bed in the breakdown lane. Tibaijuka was arrested by New Hampshire State Police and extradited to Maine, where he was transported to Two Bridges Regional Jail and is awaiting arraignment.

Troop D weekly activities for time September 28th to October 4th, 2020

On 9/29/2020 Tr. Belanger stopped Dylan Stevens (26) of Limestone on Rt. 3 in Belmont. Stevens had a suspended driver’s license and was charged with OAS.

On 9/29/2020 Tr. Belanger stopped Christopher Springer of Belmont on Rt. 3 in Belmont. Springer had a suspended driver’s license and was charged with OAS.

On 09/29/2020 Tr. Webber stopped a vehicle leaving Maritime Farms in Belmont.  The operator, Randy Fairbrother (40) of Prospect, was arrested on an outstanding warrant.   

On 9/29/2020 Trooper Belanger stopped Robert Cushman (30) of Belmont on Lincolnville Rd Belmont. Cushman had false attached plates and was charged with attaching false plates.

On 9/30/2020 Trooper Belanger stopped Zacahriah Bormet (21) of Belfast on Swan Lake Ave in Belfast. Bormet did not have a driver’s license and was charged with operating without a license.

On 9/30/2020 Trooper Belanger stopped Benjamin Watts (19) of Belfast on Swan Lake Ave in Belfast. Watts had a suspended registration and was charged with operating with a suspended reg.

On 9/30/2020 Trooper Belanger stopped Heather Walsh (39) of Thorndike on Swan Lake Ave in Belfast. Walsh had a suspended driver’s license and was charged with OAS.

On 10/1/2020 Tr. Dunn stopped Taylor Alley (38) of Dresden on Rt. 1 in Wiscasset and charged her with Operating with Expired License Over 90 days.

On 10/2/2020 Section 3 was attempting to apprehend William Nunn (25) of Monroe on a PFA violation warrant. Trooper Belanger observed Nunn pull into his driveway and positively identified him as he exited his truck in his yard and fled on foot into the field. An announcement and warning was given to Nunn, however he continued to attempt to flee on foot. K-9 Dallas was deployed and engaged in a pursuit of Nunn through a field then into the woods. K-9 Dallas apprehended Nunn until he was able to be secured in handcuffs and taken into custody. Nunn was charged with Operating After Revoked, Refusing to Submit, and taken on his PFA warrant.

On 10/2/2020 Tr Mattson and Tr Adams arrested William Beck (56) in Lincolnville on a warrant for failure to appear.  William was transported to Waldo County Jail.

On 10/3/2020 Tr. Harrington arrested Damien Watts (26) of Westbrook for OUI-Alcohol on I295 in Bowdoinham.  Mr. Watts had been  stopped for a traffic violation when indicators of impairment were observed.   SFST’s were conducted roadside followed by and intoxilyzer test where he tested above the legal limit.

On 10/4/2020 Tr. Harrington charged Kristen Veayo (25) for operating after suspension on I95 in Augusta as result of a traffic stop.

Waterville Richmond Search

Farrow Christopher
Christopher Farrow, 32, of CT.

Maine State Police, Skowhegan Police, and Waterville Police are looking for two men who fled after leading authorities on a high-speed chase.

Police are seeking Christopher Terenc Farrow (AKA Young), 32, of CT. who is described as a black male, 5’11 200lbs, with brown hair, and brown eyes; and Dayshawn Middleton (AKA Day Day or Christopher Jones), 29 Waterbury, CT, who is described as a black male, 6’5”, 150lbs, brown eyes black hair.  

There may be a young-looking female with them.  Hailey Goeltz, 26, Out of Connecticut, she is described as  5’7” with green eyes. We have no information on weight, race, or hair color. 

On Oct. 6, a pursuit began in Waterville after Waterville Police Officers attempted to stop a vehicle they articulated

Dayshawn Middleton, 29, of Waterbury CT

was occupied by an adult male who was wanted on robbery charges from Connecticut.  The vehicle failed to stop and the pursuit began moving through Waterville, Clinton, then into Augusta where Troopers became involved.   Several attempts were made to deploy spike strips in an effort to terminate the pursuit however due to the high speeds that topped 100 MPH, no Law  Enforcement Officer was able to get ahead of the pursuit.
At times, the suspect vehicle was operating in the wrong lane of travel forcing vehicles to move off the roadway. As the vehicle continued south on from I 95 onto I295 it abruptly exited in Richmond onto Rt. 197 then made a turn onto Rt. 201 north where Tr. Tyler Harrington had an opportunity to apply the PIT maneuver.  Both the suspect vehicle and the State Police cruiser exited the roadway and came to rest off the road.  The suspects fled on foot into the area that consisted for field and woods.
A K9 track was started in an attempt to locate the suspect that was not successful.  Tr. Harrington was transported from the scene via ambulance for concussion symptoms.  He was treated and later released from Maine General Medical Center.
Waterville Police are the lead agency on the criminal investigation that lead to the original traffic stop. The suspects remain at large and should be considered armed and dangerous. If you see them call 911 or 207-624-7076 x9.

Waldo County Arrests

The Maine State Police arrest 16 people in Waldo County for various offenses over the course of a week’s-long investigation. Troopers culminated the investigation with the execution of a search warrant in Northport.

On Sept. 14, 2020, Maine State Police executed a Search Warrant at 175 Rocky Road in the Town of Northport.  The warrant came at the conclusion of a week-long investigation in Waldo County resulting in the arrest of 16 individuals for various charges including but not limited to Trafficking in Schedule drugs, Possession of Methamphetamine, Heroin Possession, Felon in Possession of a Firearm, and Violation of Conditions of release.  The State Police were assisted by our State, Local and County partners in these endeavors with Waldo County Sheriff’s Department present and participating at the execution of the search warrant on September 14 in Northport.

Troop D weekly activities for time August 24th to August 30th, 2020

On 8/23/2020 Troopers Martin, Booth, Bureau and Bragan, responded to a call in Troy, regarding an out of control male breaking into a home and assaulting the occupants. Tr. Martin and Booth made entry into the home and encounter Anthony Gerry Jr. (39) who refused to submit to arrest. Gerry was arrested and removed from the residence. Gerry was charged with Refusing to Submit to Arrest or Detention and transported to Waldo County Jail. 

On 8/24/2020 Tr. Belanger, Cpl. Quintero, and Cpl. Robinson responded to a PFA violation in Monroe. William Nunn (25) of Monroe had violated his PFA. NUNN was arrested and transported to Waldo County Jail.

On 8/24/2020 Tr. Belanger and Cpl. Quintero received a call regarding fraudulent checks.  Darrin Upton (38) of Warren, and Pennie Gamage (37) of Knox, had attempted to cash fraudulent checks at the General Store in Freedom.  Both Upton and Gamage were located, bail checked, and arrested for Forgery and Violating Conditions of Release. 

On 8/25/2020 Tr. Belanger and Cpl. Quintero conducted a bail check on Dustin Gardner (31) and Jodi Gardner (51) of Brooks. Drug paraphernalia was located in the residence. Jodi tested positive for Cocaine, Amphetamine, Methamphetamine, PCP, and THC. Jodi was charged with VCR.

On 8/26/2020 Tr. Dunn and ACO Cliff Daigle responded to 7 Bush Lane in Litchfield for a report of a male kicking his dog multiple times. Christopher Petit (60) of Litchfield was located and charged with Animal Cruelty and the dog was removed from the residence.

On 8/26/2020 Tr. Belanger stopped Tayler Turner (28) of Montville on Rt. 220 in Thorndike for a seatbelt violation. Turner had a suspended driver’s license and was charged with OAS.

On 8/27/2020 Tr. Dunn stopped Leanna Haines (32) of Harpswell on Rt. 201 in Bowdoin for a moving violation. Haines’ registration was found to be suspended and she was charged with Operating with a Suspending Registration.

On 8/27/2020 Tr. Dunn stopped David West (50) of Bath on Rt. 127 in Dresden for a vehicle defect. He was issued a summons for Operating with a Suspended Registration.

On 8/28/2020 Tr. Bureau stopped Jeffrey Cyr (59) on the Webb Road in Knox for speeding 79mph in a posted 45mph speed zone. Cyr was summonsed for exceeding the posted speed limit by 30mph or more and released on scene. 

On 8/28/2020 Tr. Martin stopped a vehicle for a defective exhaust on Rt. 7 in Jackson. The operator, Raymond Cohen (31), had falsely attached a license plate to the front of his unregistered, uninsured and uninspected pickup. Cohen was charged with False Attachment of License Plate and his vehicle was towed. 

On 8/29/2020 Tr. Verhille responded to a vehicle roll over at mile 40 north bound on I295. The vehicle driven by Jayree Gumprecht (19) of Oxford, left the roadway and struck multiple trees.  Two other occupants were in the vehicle and were transported for minor injuries. No charges have been filed in this incident.  Cpl. Pelletier, Tr. Roddy and Tr. Harrington assisted at the scene.  

On 8/30/2020 Tr. Dunn and Tr. Gleeson responded to 38 Burke St. in Farmingdale for a report of a family fight. Stephen Wright (39) of Farmingdale was arrested for DV Assault (Priors) and brought to KCJ.

Troop D weekly activities for time August 17th to August 23th, 2020

On 8/17/2020, Tr. Bureau stopped Jacob Levangie-Thompson (25) for falsely attached plates on the Rocky Road in Northport. Upon further investigation, Tr. Bureau learned that Levangie-Thompson also was operating with a suspended license. He was summonsed for both offenses and the vehicle was towed.

On 8/17/2020 at 1620 hrs, Tr. Lauren Roddy stopped a vehicle on Lewiston Rd in West Gardiner, driven by Angela Philbrook (35) of China. Philbrook was charged with Operating after Habitual Offender revocation, Class D and violating conditions of release, Class E. 

On 8/17/2020 at 1745 hrs, Tr. Lauren Roddy stopped a vehicle on Spears Corner Rd in West Gardiner, driven by Allie Beaulieu (21) of West Gardiner. Beaulieu was charged with Operating After Suspension, Class E. 

On 8/18/2020 Tr. Dunn, Tr. Belanger and Cpl. Quintero arrested Darren Smith (40) of Randolph on an Aggravated Trafficking warrant. He was also charged with two counts of Unlawful Possession of Scheduled Drug.

On 8/19/2020 Tr. Belanger stopped Shirley Jewett (64) of Dixmont on Rt. 69 in Newburgh for a seatbelt violation. Jewett was suspended and charged with OAS.

On 8/19/2020 Tr. Belanger and Cpl. Quintero stopped Norma Carter (29) and Davis Crowell (29) of Waldoboro on Rt. 17 in Chelsea for a loud exhaust. Davis was found in possession of cocaine and charged with Unlawful possession of schedule W drugs.

On 8/19/2020 Tr. Belanger and Cpl. Quintero attempted to stop Christopher Hooper (42) of Warren, Destiny Crabtree (35) of Augusta, and Ernest Newson (35) of New York on Spring Rd in Augusta. Hooper attempted to flee but pulled over shortly after. The vehicle was searched which resulted in the seizure of crack cocaine and heroin. Hooper was arrested on an FTA warrant, VCR, Aggravated Trafficking in Schedule W Drugs, and use and sale of drug paraphernalia. Crabtree was arrested for Trafficking in Schedule W Drugs, Unlawful possession of schedule W drugs, Trafficking in prison contraband, and Use and Sale of drug paraphernalia. Newson was charged with Aggravated Trafficking in schedule W drugs. 

On 8/20/2020 Tr. Dunn stopped Justin Suzzan (20) of New York for traveling 107 MPH in a posted 70 MPH zone on I-295 in Bowdoinham. He was issued a summons for criminal speed.

On 8/20/2020 Tr. Belanger and Cpl. Quintero stopped James Dellinger (32) of Windsor, Jessica Simmons (30) of Gardiner, and Jason Brown (32) of Gardiner on Rt. 9 in Chelsea for a seatbelt violation. Simmons was charged with use and sale of drug paraphernalia and Brown was held per probation. 

On 8/20/2020 at 1430 hours, Tr. Lauren Roddy received multiple traffic complaints on a red Chevy SUV operating erratically and driving vehicles off the road on I-295 NB in Richmond. Tr. Roddy located the vehicle around MM47 NB and observed it actively tailgating and driving aggressively. The operator, Stanley Wilson (62) of Lantana, Florida was arrested and charged with Operating Under the Influence and Driving to Endanger. Wilson was transported to Kennebec county Jail in Augusta and his bail was set at $1500 cash.

On 8/21/2020 Tr. Belanger stopped Scott Crandall (54) of Albion on Rt. 202 in Albion. Crandall was charged with VCR for being in possession of alcohol. 

On 8/21/2020 Cpl. Quintero, Tr. Belanger and Tr. Dunn traveled to 660 Blinn Hill road in Pittston for the purpose of a probation check of Jessica Tillson (34) and Bruce Tillson (43).  During the search crack pipes and hypodermic needles were located along with a firearm and numerous rounds of ammunition. Jessica was arrested for Possession of a Firearm by a Prohibited Person and for violating her probation.  Bruce Tillson was separately arrested for violation of his probation related to his Unlawful use of Schedule Drugs.

On 8/22/2020 Tr. Dunn and Tr. Stevens responded to 656 Nash Rd. in Pittston for a 911 hang-up. Patricia Goodwin (34) of West Gardiner was located and arrested for VCR. Cpl. Robinson assisted with the investigation. 

On 8/22/2020 Tr. Martin stopped a vehicle for speed on Rt. 126 in Wales. The operator Joseph Longley (29) performed poorly on field sobriety tests. Longley was also operating with an expired permit. Longley was transported for an intoxilyzer test that confirmed he his BAC was above the legal limit.  Longley was summonsed and released for operating without a license and operating under the influence. 

NY Men Facing Drug Trafficking Charges

Drug SeizureThree men from New York are facing drug trafficking charges after they threw baggies of drugs out of the car after being stopped by police.

On Aug. 16, 2020, at approximately 3 p.m., Maine State Police stopped a vehicle on I-295 at mile marker 44 Northbound for speed. Upon investigation, all three passengers began acting suspiciously. Ultimately, several white bags were thrown from the car window while the Trooper went back to his cruiser. The bags were located and seized and all three men were arrested. Ralph Scurlock, 31; William Pickney, 52; and Edward McDowell, 26; all from the Bronx, NY, were transported to Twin Bridges Jail in Sagadahoc County. The drugs were tested and Troopers learned there was 34 grams of cocaine, and 148 grams of fentanyl. All three were charged with Aggravated Trafficking class A crime.

Falmouth Multi-Vehicle Crash

MM 12 CrashMultiple vehicles were involved in a crash in the Northbound lane of I-295 in Falmouth near mile marker 12 that briefly closed both lanes to traffic.

On Aug. 12, 2020, at approximately 2:40 p.m., Tpr. John Darcy was investigating a hit and run crash in the breakdown lane at mile 12 northbound on I-295 in Falmouth. One vehicle involved in the crash had continued northbound and was later located by Troop D Troopers. While Tpr. Darcy was speaking with the operator of the vehicle at mile 12, vehicles traveling by began to slow. The sudden slowing of traffic lead to several cars slamming on their brakes. One vehicle stopping short caused a rear-end crash. Several more rear-end crashes began happening. In total, an 8 vehicle pile-up occurred, blocking both travel lanes.

3 people were transported to Maine Medical Center in Portland by Falmouth Rescue with non-life threatening injuries.

5 vehicles were towed from the scene by Stewart’s Towing and Copp Motors.

Troopers from Troop B and G assisted as well as Maine DOT and the Falmouth Fire Department.

Thanks to all the help from the multiple agencies involved, the scene was cleared in 45 minutes.

There will be no charges in this case.



Fatal Crash in Morrill

Morrill Dump TruckA Belmont man was killed after his vehicle crossed the center line and collided with an oncoming dump truck.

On Aug. 5, 2020, at approximately 7:48 a.m., Maine State Police responded to a fatal motor vehicle crash on route 3 in Morrill.  The investigation revealed that Nicholas Day, 34, from Belmont, was traveling west on route 3 and crossed the center line into an oncoming loaded dump truck.  Day was determined to be deceased on scene.  

The operator of the dump truck was a Eugene Hyde, 31,   from Wilton, owned and operated by C.H Stevenson out of Wayne Maine.  The investigation is still on going, speed and alcohol did not appear to be a factor.   

Route 3 was shut down for 8hrs.  Local fire departments assisted with traffic being rerouted.
