  • Troop F Weekly Report 12-26 to 01-01-23

    Brief Synopsis:      Tr. Roy was in Van Buren conducting traffic enforcement when he observed the driver of a vehicle not wearing his seatbelt.  Tr. Roy stopped the vehicle and while conducting his investigation noticed one of the passengers was trying to conceal her face from him.  Tr. Roy believed he knew the woman and that she had warrants for her arrest.  He confirmed her identity and arrested her on the warrant.  She was taken to Caribou PD where she was able to post bail.

    Brief Synopsis:      Tr. Curtin took a complaint of the theft of diesel fuel and vehicle parts in St. Francis from a local scrap yard. The investigation is ongoing.

  • Troop F Weekly Report 01-02 to 01-08-23

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Mapleton when he observed a vehicle with what he suspected was illegally attached plates.  After asking the dispatcher to conduct a registration query, it was confirmed the plates belonged to another vehicle.  Tr. Roy conducted a traffic stop and after an investigation the driver admitted to taking the registration plates from a different vehicle and putting them on the one, he was driving.  The man was issued a criminal summons for the violation.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Westfield when he observed a speeding vehicle.  Tr. Roy stopped the car and during his investigation found an active arrest warrant for the driver for failing to appear in court on assault and refusing to submit to arrest charges.  Tr. Roy explained to the man he had a warrant and took him into custody without incident.  The man was brought to a bail commissioner where he was able to post bail and was released.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Caribou when he observed a vehicle driving 83 mph in a posted 45 mph zone.  Tr. Roy initiated a traffic stop on the vehicle and during his investigation, the driver stated it was a rental car and he was not familiar with driving that type of car.  Tr. Roy reduced the speed from criminal to a traffic infraction and issued a traffic summons for speeding to the man.

    Brief Synopsis:      Tr. Roy participated in an anti-bullying event at the school in Connor Township.  Tr. Roy spoke with classes from kindergarten to sixth grade on physical, mental, and cyber bullying, to include reading a book to the younger grades about this topic.  Tr. Roy answered questions from students and staff and talked about having a positive self-image.

    Brief Synopsis:      Cpl. Kilcollins was conducting traffic enforcement on Route 1 in Blaine. Cpl. Kilcollins observed a vehicle with an expired inspection sticker. Cpl. Kilcollins turned on the vehicle and conducted a traffic stop. Cpl. Kilcollins spoke with the female operator who advised she did not have a license. Cpl. Kilcollins ran a license check on the female and her license came back as revoked. Cpl. Kilcollins charged the female with Operating After Revocation and had the vehicle towed.

    Brief Synopsis:      Cpl. Kilcollins responded to a crash on E Plantation Road in E Township. At the scene Cpl. Kilcollins found a male who was slumped over the steering wheel. Cpl. Kilcollins opened the door of the pickup and attempted to wake the male. The male came to and was offered medical attention but refused. After a roadside investigation, . Cpl. Kilcollins placed the male under arrest for Operating Under the Influence. The male was found to be under the influence of drugs and was charged with Operating Under the Influence of Drugs. The male was on probation, a probation hold was put on him and he was transported down to the Aroostook County Jail.

    Brief Synopsis:      Tr. Merchant received a complaint reference to a fuel drive off at the Oakfield Irving. The manager of the store called in to advised they just had a fuel drive off by an empty log truck of $354 in fuel. They advised they did not believe the fuel drive off was done on purpose. They advised the male hung around the store for over 40 minutes after pumping the fuel.

    Brief Synopsis:      Tr. Saucier responded to the Sherman Irving for a report of a possible intoxicated driver. Tr. Saucier located the 48-year-old male parked in the parking lot. The male was not intoxicated but had a revoked Maine driver’s license. The male was arrested for OAR and bailed from the Houlton barracks.

    Brief Synopsis:      Tr. Saucier stopped a vehicle in Sherman for a traffic violation and found that the 19-year-old male’s Maine license was under suspension. The male was charged accordingly.  


  • Troop F Weekly Report 01-09 to 01-15-23

    Brief Synopsis:      Cpl. Quint investigated a trespassing complaint in Patten.  A man, who was issued a no trespassing notice, returned to the business and was disruptive to the other patrons.  The man left before Cpl. Quint could arrive.  He was later located at his residence and issued a criminal summons for criminal trespass.  The man was told to not return to the business in the future.

    Brief Synopsis:      Tr. Desrosier was driving through Van Buren and observed a suspicious vehicle at residence that has been vacant for a long time.  Tr. Desrosier stopped to investigate and found that the woman had permission from the homeowner to store some of her things in the garage.  During a computer query of the woman, it was found she had three active warrants.  The woman was arrested, could not post bail, and was brought to the Aroostook County Jail in Houlton.

    Brief Synopsis:      Tr. Rider was conducting traffic enforcement in Mars Hill when he recognized the driver of a vehicle  and knew the man was suspended.  Tr. Rider conducted a traffic stop and confirmed the suspended driver’s license.  The man also had four warrants for his arrest and had bail conditions.  The man was arrested for the warrants and brought to PIPD where he was able to post bail.  He was issued criminal summonses for OAS and VCR.

    Brief Synopsis:      Tr. Rider went to an address in Woodland to serve a protection order on a man that he knew was a felon.  The order had a weapons restriction clause and while serving the order a rifle was confiscated.  The man was issued a criminal summons for possession of the weapon as a prohibited person and the rifle was confiscated.

    Brief Synopsis:      Tr. Castonguay was conducting traffic enforcement in Patten and observed a vehicle with no inspection certificate.  Tr. Castonguay turned around and the vehicle turned onto a different road and then into a private driveway.  Tr. Castonguay pulled in behind them and after an investigation discovered the driver had a suspended driver’s license.  The man was issued a traffic summons for the inspection violation and a criminal summons for the OAS.

    Brief Synopsis:      Tr. Levesque responded to Woodland for a K9 article search. K9 Rocco gave indication on a plastic tote indicating drugs were present. A search of the tote revealed a usable amount of methamphetamine.

    Brief Synopsis:      Tr. Sylvia stopped a 22-year-old male on interstate 95 in Ludlow for speeding. The male was caught on radar at 122 MPH and was charged accordingly.

    Brief Synopsis:      Tr. Saucier took a shoplifting complaint from a local grocery store in Island Falls. The 18-year-old female suspect was caught on surveillance video stealing an item from the grocery store. Once located, the female will be summonsed for theft.

  • Troop G Weekly Report - 01/09/2023 - 01/15/2023

    On 01/09/2023, Tr. Ellis stopped Fabiola Diaz (23) of Massachusetts for speeding on the ME turnpike southbound in Saco. She was found to have a suspended license. She was charged with operating without a license. A licensed driver drove the vehicle away.

    On 01/10/2023, Tr. Ellis stopped Randy Baldonado-Fernandez (23) of Massachusetts for a move over violation on the ME turnpike northbound in Kennebunk. His license was found to be suspended. He was summonsed for failing to move over and charged with operating without a license. His vehicle was towed.

    On 01/11/2023, Cpl. Cropper stopped DONTE JOHNSON (27) of New York, NY for speeding while northbound in Wells. JOHNSON was also operating without a license and was summonsed accordingly.

    On 01/15/2023, Cpl. Cote took a report of theft from a parked motor vehicle that occurred the day prior between the hours of 1140 and 1200 at the Gray Service Plaza northbound on the ME Turnpike.  An iPad was taken while the vehicle occupants were inside the facility.  Their vehicle was unlocked.  The investigation is on going.

    On 01/15/2023, Tr. Ellis responded to a crash on the ME turnpike northbound in Biddeford. The driver was operating a pickup truck pulling a camper trailer which jackknifed and rolled into the median. Tr. Ellis determined that he was operating commercially, and an inspection was conducted. He was found to have numerous violations, including no logbook. He was summonsed, towed, and placed out of service.

  • Troop F Weekly Report 01-16 to 01-22-23

    Brief Synopsis:      Tr. Roy was monitoring traffic when he observed a vehicle pass by him with the operator holding a cell phone up near the steering wheel.  Tr. Roy stopped the vehicle for the violation.  Tr. Roy learned that the operator had an active arrest warrant.  Tr. Roy placed the operator under arrest and transported him to Caribou P.D. where he met with a bail commissioner.

    Brief Synopsis:      Tr. Castonguay responded to a reported bon fire that was very large and reportedly causing a traffic hazard.  Tr. Castonguay could not find the large bon fire but did locate the address in question.  Tr. Castonguay spoke with the homeowner, who also had an active arrest warrant.  Tr. Castonguay placed the man in custody and transported him to East Millinocket PD where he met with the bail commissioner.

    Brief Synopsis: Tr. Rider and Tr. Roy attended the Special Olympics basketball event held at UMPI.  TR. Rider and Tr. Roy assisted with handing out awards to the participants.

    Brief Synopsis:      Tr. Roy was monitoring traffic in Blaine when he ran the registration on a vehicle that passed by him.  The male registered owner’s license was currently under suspension.  Tr. Roy observed that a male was driving and there was a female passenger.  Tr. Roy issued the operator a summons for Operating After Suspension.  The female passenger had an active license and drove the vehicle from the scene.

    Brief Synopsis:      Cpl. Quint and Tr. Castonguay assisted the Aroostook County Sheriff’s Dept with a shooting that occurred in Hodgdon.  The offender was located by ACSO.

    Brief Synopsis:      Tr. Roy was getting gas at a gas station in Caribou when he observed a vehicle at the gas pumps with an expired inspection sticker and the plate appeared to have been altered.  Tr. Roy conducted a traffic stop after the vehicle left the gas station.  Tr. Roy learned that the plates had been painted in such a way as to change the numbers and letters to something else.  Tr. Roy seized the license plates and issued summonses to the female owner of the vehicle.  The vehicle was towed from the scene.

    Brief Synopsis:      Tr. Rider was monitoring traffic in Washburn when he observed a vehicle drive past him with obvious defects to the exhaust.  Tr. Rider observed the vehicle pull into a private driveway once they saw him.  Tr. Rider parked down the road and waited for the vehicle to leave again.  The vehicle pulled out and Tr. Rider conducted a traffic stop on the vehicle as it pulled into another private driveway.  The male operator’s license was currently under suspension and the vehicle was displaying plates that did not belong on the car.  Tr. Rider issued summonses for Operating After Suspension and False attachment of plates.

    Brief Synopsis:      Cpl. Kilcollins was traveling south bound on Route 1 in Westfield when a vehicle cut him off. Cpl. Kilcollins pulled the vehicle over. Cpl. Kilcollins spoke with the female who advised she did not see him. Cpl. Kilcollins asked the female for her license, registration, and insurance. The female gave Cpl. Kilcollins a license out of Arizona. Cpl. Kilcollins ran a license check on the driver and found out she was suspended. Cpl. Kilcollins ran the registration on the vehicle and found out that was expired by over two years. The female driver was charged with Operating After Suspension and Expired Registration. Cpl. Kilcollins had the vehicle towed due to it not being road worthy.

    Brief Synopsis:      Cpl. Kilcollins received a complaint reference to an assault in Westfield. A female called to advise her daughter had been assaulted by a few females in Westfield. The mother and daughter decided they did not want to press charges in the end. The mother however had two active warrants for her arrest. Cpl. Kilcollins placed the mother under arrest on the warrants. The mother was able to make bail and was released.

    Brief Synopsis:      Tr. Saucier located and arrested a male who was wanted on outstanding warrants for felony theft and home repair fraud. Tr. Saucier made arrangements and bailed the male from the Houlton Barracks.

    Brief Synopsis:     On May 31, 2022, Tr. Sylvia responded to a burglary at G.R. Porter and Son’s garage in Island Falls. Company credit cards and cash had been stolen from the small business. The business was able to find out that the credit cards had been used at Walmart in Houlton. Surveillance video from the business and Walmart were revealed a male and a female suspect using the credit cards but were wearing facemasks. Through investigation, the male and female suspects were identified and local addresses for the two were checked. Arrest warrants for the suspects were obtained after the couple could not be located. Recently, the male and female were arrested on the arrest warrants in Auburn, ME.

  • Troop F Weekly Report 01-23 to 01-29-23

    Brief Synopsis:      Tr. Desrosier was conducting traffic enforcement in Frenchville when he observed a car being driven down the center of the roadway.  Tr. Desrosier conducted a traffic stop on the vehicle and after an investigation, it was determined the driver was not impaired but had a suspended driver’s license from a different state.  Tr. Desrosier issued the woman a criminal summons for operating without a license and had her vehicle towed from the roadway.

    Brief Synopsis:      Tr. Roy participated in a meeting with the Wrap + Weft Marketing Company in Augusta.  Tr. Roy answered their questions as they work to make a tailored approach in marketing the Maine State Police to potential applicants, both in and out of state.

    Brief Synopsis:      Tr. Rider was getting gas in Mars Hill and observed a man, whom he recognized and knew had a suspended license, also pull up to the fuel pumps.  When the man saw Tr. Rider, he immediately went into the store.  Tr. Rider confirmed he did not have a license and also noted the man had bail conditions.  He confronted the man inside the store, had him park his car away from the pumps, and issued him a criminal summons for OAS and VCR.  The man arranged for a licensed driver to come get him and his vehicle.


     

    Incident Type:       ACCIDENT - SERIOUS INJURY

    Town:                    houlton

    Trooper:                TR. CASTONGUAY

    Brief Synopsis:      Cpl. Quint and Tr. Castonguay responded to a single vehicle crash in Houlton on Interstate 95.  An older man was driving from Canada into Houlton in his pickup, lost control due to the deteriorating road conditions, crossed into the left lane, went up a snowbank into the guardrail where his vehicle rolled down a steep embankment.  The crash was not visible from the roadway.  The man was able to crawl up the embankment where he was seen by another motorist who reported the incident.  The man was transported to the emergency room at Houlton Regional Hospital for serious but not life-threatening injuries.  The left lane of I-95 SB was closed for approximately 3 hours while the vehicle was removed.

    Brief Synopsis:      Tr. Saucier stopped a male on the Benedicta Road in Benedicta for speeding 89 MPH in a 45 MPH zone. The male was charged accordingly.

  • Troop G Weekly Report - 01/23/2023 - 01/29/2023

    On 01/17/2023, Cpl. Physic arrested Kristopher Lovell for OUI – Drugs. A DRE determined Lovell was impaired, and he was charged accordingly.

    On 01/24/2023, Tr. Anstett charged Gelson Toko (20) with Theft of Services for a tow service.  Toko was issued a summons.

    On 01/24/2023, Tr. Wilcox stopped Michael Nichols (34) of Madison for a moving violation on the ME turnpike southbound in Scarborough. His license was found to be suspended. Nichols was charged with Operating after Suspension and Violating Conditions of Release and his vehicle was towed.

    On 01/26/2023, Cpl. Physic arrested Edwin Durham for OUI.  Durham refused the test and was charged accordingly.  Cpl. Sucy assisted.

    On 01/27/2023, Tr. Keim responded to a crash at mile 74 northbound on the Maine Turnpike. The female operator was feeling tired and reached over toward the passenger side of the vehicle to retrieve a bottle of water. The vehicle drifted into the median, striking the snowbank, which caused the vehicle to launch over the guardrail. The vehicle then struck a bridge abutment and rolled over end to end before coming to rest on the southbound side.  The operator only sustained minor cuts and bruises to her hands and arms.

     

    On 01/27/2023, Tr. Wilcox stopped Jose Rodriguez (28) of Trenton for an expired registration on the ME turnpike southbound in Saco. His license was found to be suspended. Rodriguez was charged and his vehicle was towed.

    On 01/27/2023, Tr. Ellis assisted Tr. Willard (Troop I) with a traffic stop of a commercial vehicle on the ME turnpike southbound in Portland. The driver was found to have no logbook and was in violation of the 14-hour rule. He was summonsed and placed out of service.

    On 01/28/2023, Sgt. Porter stopped Lucky Contrada (36) of MA for speeding. She was suspended out of MA and summonsed for Operating without a License. Her vehicle was towed.

    On 01/28/2023, Tr. Ellis stopped Abukar Abdi (24) of Lewiston for a registration violation on the ME turnpike northbound in Auburn. He was found to not have a license and his registration was suspended for tolls. He was charged with Operating Without a License. His vehicle was towed.

    On 01/29/2023, Sgt. Porter responded to a vehicle that crashed at the MM 19 SB on ramp. The operator had a seizure and struck a median guardrail, crossed all lanes and struck the bridge abutment and then into the guardrail at the on ramp. No other vehicles were involved in the crash but several bystanders stopped to assist, including Sgt. Dan Hanson who was off-duty and witnessed the crash. Sgt. Hanson got the man out of the vehicle and stayed to assist until rescue arrived. Tr. Rob Flynn also assisted.
