  • Troop F Weekly Report 11-28 to 12-04-22

    Brief Synopsis:      Cpl. Quint was driving through Houlton and observed a vehicle driving very slow, obstructing traffic, with its hazards activated.  A traffic stop was conducted, and the man stated the vehicle’s transmission was not working and he was trying to get it to a gas station.  Further investigation revealed the vehicle was not registered, inspected, and the man had a suspended driver’s license.  He was issued a criminal summons for OAS and a warning for the other two violations.  The vehicle was towed from the roadway.

    Brief Synopsis:      Cpl. Quint was driving to a complaint in Sherman and met a vehicle travelling at an excessive speed.  The vehicle was caught on radar at 82 mph in a 35-mph zone.  The man was issued a criminal summons for exceeding the posted speed limit by 30 mph or more.

    Brief Synopsis:      Sgt. Clark, Tr. Roy, and Tr. Rider responded to a fatal crash on US Highway 1, Westfield. A woman was driving north on the roadway and came around a corner to find another vehicle driving in her lane.  She could not avoid the vehicle and they hit head on.  A witness reported seeing the southbound vehicle speeding and not staying in his lane.  The woman was transported by ambulance to Northern Light AR Gould Hospital, Presque Isle, where she was pronounced dead; the male died at the scene.  US Highway 1 was closed for several hours, in both directions, while the scene was being investigated. The crash is being reconstructed by Off. White, Presque Isle Police Department.

    Brief Synopsis:      Tr. Roy went to Easton High School to speak with the senior class regarding the history of policing, how it has changed, and current issues with law enforcement.

    Brief Synopsis:      Tr. Roy was approached in Easton by a bus driver reporting a vehicle that passed the stopped bus while a child was in the roadway.  Tr. Roy got the video from the bus, located the vehicle, and was able to get the driver to admit, although she stated she did not see the bus.  The driver was issued a criminal summons for the violation.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Presque Isle and stopped a vehicle, after a registration query, for suspicion of falsely attached plates.    The driver stated she knew the plates belonged to her old car, and she admitted to not having a driver’s license.  Tr. Roy issued the woman a criminal summons for attaching false plates and gave her a warning for driving without a license.  Tr. Roy had the vehicle towed from the roadway and gave her a ride home.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Caribou and observed a vehicle passing two other cars.  Tr. Roy locked the vehicles speed at 94 mph in a posted 55 mph zone.  Tr. Roy issued the man a criminal summons for exceeding the posted speed limit by 30 mph or more.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement on Route 161, Madawaska Lake Twp, and observed a vehicle travelling at an excessive speed.  The vehicle was locked at 86 mph in a posted 55 mph zone.    Tr. Roy issued the man a traffic summons.

    Brief Synopsis:      While investigating an unrelated incident, Tr. Rider was preparing to leave an apartment complex and noticed a man milling around his vehicle as if he was waiting for the Troopers to leave.  Tr. Rider recalled the man driving into the parking lot while he was investigating.  Tr. Rider discovered the man had a suspended driver’s license and a warrant for his arrest (probation revocation).  Tr. Rider arrested the man without incident and transported him to the Aroostook County Jail in Houlton.

    Brief Synopsis:      Tr. Merchant and Cpl. Quint responded to a medical call in Island Falls. An individual called in and advised that a male had flipped his ATV and was laying in the middle of the road. When EMS arrived on scene, they found a male who was unconscious on the ground and bleeding. EMS transported the male to Houlton Regional Hospital (HRH). It was found out that the male was intoxicated and had rolled over the ATV on himself. Tr. Merchant arrived at HRH and spoke with the male. Tr. Merchant advised while speaking with the male she could smell the odor of an intoxicating beverage. The male was charged with Operating Under the Influence/Refusal. The male was summonsed for the charge in the hospital.

  • Troop F Weekly Report 12-05 to 12-11-22

    Brief Synopsis:      Tr. Desrosier and Tr. Rider responded to a hotel in Fort Kent to assist the police department with a fight.  Two adult men were fighting inside the establishment.  Both refused to file a criminal complaint against the other and were issued disorderly conduct warnings by the Fort Kent Police Department officer.

    Brief Synopsis:      Tr. Desrosier was conducting traffic enforcement in Van Buren when he observed a vehicle driving on Main Street without an inspection certificate.  Tr. Desrosier conducted a traffic stop and an investigation revealed the driver was suspended.  Tr. Desrosier issued the man a criminal summons for OAS and a traffic summons for the inspection violation.  The man arranged for a licensed driver to get him and the vehicle.

    Brief Synopsis:      A Van Buren man contacted the State Police stating he knew there was a warrant for his arrest, and he wanted to turn himself in to clear the warrant.  The man had the money for his bail; Tr. Desrosier arrested the man on the warrant and arranged for a bail commissioner to bail him.

    Brief Synopsis:      Tr. Rider was conducting traffic enforcement in Linneus.  He observed a vehicle make an improper turn and it was swerving in the roadway.  Tr. Rider conducted a traffic stop on the vehicle.  The driver first gave a false name, but Tr. Rider found her true identity.  The woman lied because she has a suspended driver’s license and is on probation.  Tr. Rider issued the woman a criminal summons for OAS and arranged to have her and the vehicle removed from the roadway.

    Brief Synopsis:      Tr. Martin was at the Fort Kent District Court when he saw a male leaving the building who he believed had a warrant. Tr. Martin ran the male and saw that he did have an active arrest warrant. Tr. Martin arrested the male on his warrant. The male was able to make bail and was released.

    Brief Synopsis:      Tr. Merchant was conducting traffic enforcement on Route 1 in Littleton. Tr. Merchant stopped a vehicle for a traffic infraction. Tr. Merchant ran a license check on the male and realized his license had expired over six months prior. Tr. Merchant summonsed the male for driving with an expired driver’s license.

    Brief Synopsis:      Tr. Curtin responded to a residence in Sinclair for a 911 hang-up call. It was discovered that the male caller had (2) active arrest warrants for failure to appear on charges including Assault, OUI, and leaving the scene of an accident. Tr. Curtin met with the male caller and confirmed he did not have an emergency. Tr. Curtin arrested the man on the warrants. He was unable to post bail and was transported to the Aroostook County Jail.

    Brief Synopsis:      On December 8, 2022, at 10:05 P.M. Dmitrii Vasilev was traveling north on Interstate 95 in Ludlow. Vasilev was operating a 2016 Volvo tractor trailer unit hauling paper products. Vasilev swerved to avoid a moose and left the roadway traveling into the median and striking several trees. Vasilev was not injured in the crash however the tractor trailer unit sustained significant damage. Interstate 95 was reduced to one lane as well as completely shut down for several hours while Westerdahl’s Towing removed the truck and trailer.

    Brief Synopsis:      Tr. Curtin received a trespass complaint in Wallagrass. The female property owner called to report her former tenant allowed another individual to store property at the residence. In doing so, the male caused damage to the residence and left the property a mess. The complainant requested the male be trespassed from the property. Tr. Curtin is continuing to search for the male and will serve him a Trespass Notice once located. 

  • Troop G Weekly Report - 12/05/2022 - 12/11/2022

    On 12/05/2022, Cpl. Physic arrested Monica Adams for OUI.

    On 12/06/2022, Cpl. Physic responded to a crash southbound on the Turnpike in Kennebunk.  Cpl. Physic arrested one of the operators, Richard Thurston, for OUI and a blood test was conducted. Thurston was charged with OUI.

    On 12/08/2022, Tr. Walp stopped Jason Costello (44) of Lewiston for a motor vehicle defect. Tr. Walp determined the vehicle had falsely attached plates. The passenger, Grace McConnaughy (30) of Lewiston, was found to have a warrant for her arrest. Tr. Walp charged Costello with false attachment and arrested McConnaughy. She was transported to Androscoggin County Jail and the vehicle was towed. Tr. Ellis (FTO), Tr. Bourdelais, and Cpl. Peckham assisted. 

    On 12/08/202,2 Cpl. Peckham stopped Steven Rioux (44) of Auburn on I-95 in Lewiston. Rioux was charged with OUI Alcohol, Driving to Endanger & Leaving the Scene of Motor Vehicle Crash. Tr. Ellis & Tr. Walp assisted.

    On 12/10/2022, Cpl. Cote stopped Kamrin Yates (19) of Farmington on the ME Turnpike northbound in Portland for Criminal Speed (89/50 Work Zone).  She was charged with Criminal Speed.

    On 12/11/2022, Tr. Wilcox stopped Fabio Braz (35) for speeding and a vehicle equipment violation on Storer Street in Kennebunk. He was found to have no license and was summonsed for operating without a license. The vehicle was towed.

    On 12/11/2022, the ARCC received multiple reports regarding a vehicle that had crashed and continued to operate erratically. Sgt. Wilkinson located the vehicle southbound on the Turnpike in Saco. After further investigation, Sgt. Wilkinson arrested the male operator and administered an intoxilyzer test at Scarborough PD. The male blew over the legal limit and was charged with OUI. Tr. Wilcox assisted.

  • Troop F Weekly Report 12-12 to 12-18-22

    Brief Synopsis:      Tr. Desrosier was conducting traffic enforcement in Madawaska and recognized a man, whom he dealt with for another incident, and was aware he had a suspended driver’s license.  Tr. Desrosier watched the man leave the store parking lot driving and conducted a traffic stop.  The man was issued a summons for OAS and arranged for a licensed driver to come get him and his vehicle.

    Brief Synopsis:      Tr. Desrosier was in Madawaska and observed a man he knew had warrants for his arrest, was on bail, and was known to run from the police.  Tr. Desrosier approached the man, and he ran.  Tr. Desrosier, assisted by Tr. Roy, the Maine Warden Service, and two US Border Patrol Agents, tracked the man into an abandoned house.  The man was hidden in the crawl space and one of the Border Patrol Agents went to get him the man came used a stun gun against the Agent and was trying to put him in what appeared to be a choke hold when the other officers pulled them apart.  The man was arrested, taken to the Aroostook County Jail, and faces numerous new State and Federal charges.  No one was injured during this incident.

    Brief Synopsis:      Tr. Roy was conducting traffic enforcement in Cyr Plantation and observed a vehicle criminal speeding.  The vehicle was driving 87 mph in a posted 55 mph zone.  Tr. Roy stopped the man and the driver stated he did not realize how fast he was going.  Tr. Roy reduced the speed to 84 mph and issued the man a traffic summons for the offense.

    Brief Synopsis:      Tr. Castonguay was conducting traffic enforcement in Linneus when he observed a vehicle with an expired Maine inspection certificate.  Tr. Castonguay stopped the vehicle and after an investigation he found the woman had a warrant for her arrest.  The woman was not able to post bail and was brought to the Aroostook County Jail in Houlton, until she could see a judge.

    Brief Synopsis:      Tr. Curtin and Tr. Levesque responded to an apartment complex in Eagle Lake for a noise complaint around midnight. The complainant reported her neighbor was yelling, banging on his walls, and causing unnecessary noise. Tr. Curtin issued the man a Disorderly Conduct warning.

    Brief Synopsis:      Tr. Curtin located a wanted man at his residence in Saint Francis. Tr. Curtin arrested the 29-year-old Saint Francis man on the warrant for Failure to Appear, stemming from a Theft charge. The man made bail, and he is due to appear in Fort Kent District Court in February. 


  • Troop F Weekly Report 12-19 to 12-25-22

    Brief Synopsis:       Cpl. Quint located a woman in New Limerick who had an active arrest warrant from back in October.  The offender and the victim have not cooperated with the investigation,  During a wellness check on the victim, the female was located and arrested without incident.

    Brief Synopsis:       Tr. Roy was in Allagash investigating an unrelated incident when he observed a vehicle driving and recognized the driver.  Tr. Roy was aware the woman had an active arrest warrant.  He stopped the car and arrested the woman without incident, transporting her to Fort Kent PD where she was able to post bail.  The warrant was for failing to appear in court on an OAS charge and for VCR.

    Brief Synopsis:       Tr. Rider was investigating a complaint in Van Buren when he located a man that had 3 warrants and two sets of bail conditions for various offenses.  The man was arrested without incident and transported to the Aroostook County Jail in Houlton.

    Brief Synopsis:       Tr. Barnard responded to the Port of Entry in Houlton. US Customs called and advised they had a female who was trying to cross back into the United States who had a full extradition warrant out of Florida for Fraud. Tr. Barnard went to the Houlton Port of Entry and contacted the female. Contact was made with Florida, and they advised they did want the female arrested on the warrant and they would come get her. The female was placed under arrest and was charged with Fugitive from Justice. The female was transported to the Aroostook County Jail where arrangements will be made for Florida to pick her up.

    Brief Synopsis:       Tr. Martin participated in Shop with a Cop in Fort Kent. Tr. Martin and other members of local law enforcement joined the Fort Kent Police Department in doing some Christmas shopping with local children. Tr. Martin and the other law enforcement members took the children shopping at some of the local stores for their families.

    Brief Synopsis:       Tr. Merchant and Tr. Saucier teamed up with Ellis Market to hand out food baskets to local residence. Ellis Market is known for helping the community around the holidays. Tr. Merchant and Tr. Saucier delivered the baskets to the local residence who needed a little holiday help.

    Brief Synopsis:       Tr. Curtin was called to a camp burglary near the Allagash/St. Francis town line.    INVESTIGATION IS ONGOING

  • Troop G Weekly Report - 12/19/2022 - 12/25/2022

    On 12/21/2022, Tr. Anstett stopped Sergio Bonilla (21) on the Turnpike for speed in the construction zone. Bonilla did not possess a valid US license and was issued a summons for the violations.

    On 12/22/2022, Tr. Anstett assisted Kittery PD with a pursuit on the Turnpike in Kittery. Kittery attempted to stop a vehicle for speed and operation.  The vehicle took off for 8 miles and pulled over at the York tolls. The operator was taken into custody without further incident and transferred custody to York PD command staff.

    On 12/24/2022, Tr. Anstett stopped Thomas Smith (55) for Criminal Speed in a construction on the Turnpike. Smith was issued a summons for the violation.

    Tr. Walp and Tr. Wilcox successfully completed their field training and were presented with their new plates.
