Legal Basis: Section 3111, Elementary and Secondary Education Act of 1965 o Title I, Part A, Section 1111(b)(2)(G)
Each school administrative unit (SAU) must administer the LUS to the family/guardian of every student, pre-Kindergarten through grade 12, enrolling in the SAU for the first time.
The LUS must be included in the SAU’s enrollment packet or online enrollment system. The purpose of the LUS is to identify potential students who are multilingual learners. The Multilingual Learner Identification Decision Tree provides guidance on its use. If any question is answered with a language other than English, the student must be administered an English language proficiency screener. Please see Multilingual Learner Identification for information about the required screeners, training, and identification thresholds by grade level.
The Maine Migrant Education Program (MEP) provides the following survey to all Maine SAUs to help the Maine MEP locate families that may qualify for related services. Families can elect to complete this form in their primary language.
Each SAU is responsible for sending out a MEP Survey for every student to complete every year as part of their school enrollment packet.
If all three (3) questions are answered "Yes," a copy of the survey is sent to the Maine DOE and kept on file in the student's records. Schools should shred forms that are answered “No.” The local MEP Regional Coordinator will follow up with all families for whom a survey is received to further determine eligibility for the MEP and provide supplemental services based on each student's individual needs.
