Pursuant An Act to Direct the Public Utilities Commission to Conduct Procurements for Energy or Renewable Energy Credits. Public Law 2025, Chapter 392  (Act), codified at 35-A M.R.S. § 3210-K, the Maine Public Utilities Commission (MPUC) is seeking proposals from qualifying generation resources for the sale of energy and/or renewable energy credits (RECs).

To participate, a Facility must meet the eligibility requirements contained in the Act. Specifically, a project must:

1.    Be an eligible Class IA resource, as defined in Section 3210 (2) (A) (3); and
2.    Have begun commercial operation on or before June 30, 2019.

Bidders selected will enter into contract(s) with one or both of Maine’s investor-owned T&D Utilities – Central Maine Power (CMP) and Versant Power (Versant). Contracts awarded will be for a term of 10 years unless the Commission finds a contract for a longer term to be prudent.

Bidders may submit questions or request additional information by contacting the RFP email address: PUC.3210k.RFP@maine.gov.

To the extent bidder inquiries elicit generally applicable information or corrections/clarifications to existing information, a Question-and-Answer log (Q&A Log) will be available on this site and will be updated periodically. The Commission will accept questions or additional information requests until March 16th, 2026.
