The 2-1-1 code is an "N11" code, which allows for an abbreviated telephone dialing pattern. On July 21, 2000, the Federal Communications Commission (FCC) issued an order assigning the 211 code to community information services. On July 31, 2000, in its Third Report and Order in CC Docket No. 92-105, the FCC published its decision addressing the use of the 2-1-1 code as an abbreviated dialing code for information and referral services. During the 2005 legislative session, the Maine Legislature enacted 35-A M.R.S. § 7108, which authorized the Commission to "designate an appropriate entity to be the sole entity entitled to use the 2-1-1 telephone number assigned by the FCC to be used for access to information and referral services." The statute limits the designation to a maximum of three years, but it also allows an unlimited number of renewals for successive periods of up to three years. The statute requires the Commission to find that any designation of a 2-1-1 provider must be in the public interest.
