This includes transmission, distribution, stranded costs, and standard offer supply rates. Customers who have chosen a competitive electricity supplier will have different rates. Rates will also vary by individual usage and customer class.
Transmission, distribution, and stranded costs rates may be affected by so-called “deferred accounting.” Deferred accounting is an important regulatory tool that may be used to provide rate stability or rate smoothing and minimize rate fluctuation over time. Deferred accounting involves either (1) delaying the recovery of costs that the utility has incurred (either partially or entirely) or (2) delaying the return to ratepayers of amounts the utility has received or costs that have been reduced (either partially or entirely) until the costs or revenues are incorporated in rates. In lay terms, deferred accounting creates a “loan” from the utilities to the utility’s ratepayers or vice versa.
When a cost or revenue has been deferred its rate impact may not be known until it has been approved for appropriate rate treatment in a subsequent rate case. Thus, the residential electricity rates stated below on this webpage would not include some deferred costs/revenues that the Commission has authorized to potentially be included in distribution or stranded costs rates in the future (or with respect to transmission rates, that the Federal Energy Regulatory Commission has authorized). However, those rates do include deferred costs/revenues that the Commission has already approved in a prior rate case for incorporation in distribution or stranded cost rates.
For example, the Commission has authorized the recovery in distribution rates of certain costs associated with Central Maine Power Company’s response to particular storms. The chart below illustrates how storm costs are incorporated into rates over time. As one can see, 2019 and 2020 storm costs were each recovered over three years; 2021 storm costs were recovered in one year; and 2022 storm costs will be recovered over two years.
In 2023, the Commission requested that Maine’s electric utilities file detailed information related to their deferred costs/revenues and the impact of those deferrals on residential rates (to the extent known). Those filings may be found in Docket No. 2023-00238.

The average annual Delivery Rate is broken down by the actual transmission and distribution cost as well as stranded cost. For example, Central Maine Power’s average annual delivery rate in 2015 was 7.8 cents/kWh (7.7 cents/kWh for transmission and distribution costs and .1 cents/kWh for stranded costs).
