Pursuant An Act to Reduce Costs and Increase Customer Protections for the State's Net Energy Billing Programs. Public Law 2025, Chapter 430 (Act), codified at 35-A M.R.S. § 3209-H, the Maine Public Utilities Commission (MPUC) is seeking proposals from qualifying distributed generation resources (DG Resources) for the sale of energy and/or renewable energy credits (RECs).
To be a qualifying DG Resource, a generation facility must meet the requirements as defined in the Act. Specifically, a project must be a distributed generation resource* that:
- Reaches commercial operation before November 1, 2025;
- Participates in net energy billing pursuant to 3209‑A or 3209-B; and
- For which 75% or less of the bill credits associated with the distributed generation resource are allocated to a customer of or subscriber to the resource.
Bidders selected will enter into contract(s) with one or both of Maine’s investor-owned transmission and distribution utilities—Central Maine Power Company (CMP) and Versant Power (VP). Contracts awarded will be for the shorter of: (i) twenty (20) years; or (ii) the remainder of the eligible resource’s net energy billing agreement with a T&D Utility.
