  • Investigative Findings Regarding MSP Trooper John Darcy

    In August of 2020, the Maine State Police was contacted by U.S. Attorney’s Office personnel notifying our agency of concerning comments made by Trooper John Darcy as he prepared to stop a vehicle on the Maine Turnpike.  That stop resulted in the seizure of 141 grams of cocaine powder, 880 counterfeit prescription pills, and a loaded firearm.  The operator was later charged by the U.S. Attorney’s Office with a federal felony level crime of drug trafficking.  Based on the report from the U.S. Attorney’s office, our agency began an internal review of that stop and the comments made by Trooper Darcy.   

    After the public release of the video from the stop and several media stories, the U.S. Attorney’s Office dismissed the charges related to the stop.  Subsequently, State Representative Jeffrey Evangelos made a formal complaint alleging serial racial profiling by Trooper Darcy. 

    An extensive investigation was conducted over several months by our Office of Professional Standards in consultation with the Attorney General’s Office.  The investigation included several interviews and a thorough examination of over 1,000 traffic stops conducted by Trooper Darcy.  The investigation resulted in no evidence of any pattern of targeting of motorists based on race, or any other trait common to a protected group.  

    Bias-based profiling and/or any other discriminatory practice by members of our agency is strictly 
    prohibited.  This includes traffic stops based on race, ethnicity, gender, sexual orientation, gender identity, religion, socioeconomic status, age, national origin, or ancestry.  Our agency also requires that persons are only stopped or detained when legal authority exists to do so and that members of our agency base their enforcement actions solely on a person’s conduct and behavior or specific suspect information.

  • Troop E Weekly Report

    On July 6, 2021, Tr. Gould and K9 Keet responded to Hampden for a free air sniff on a vehicle stopped by Hampden PD.  Keet provided a positive alert on an open driver window.  A hand search of the vehicle was conducted, and nothing was found.  Keet was deployed for an interior sniff and gave a positive alert on the underside of the driver seat.  The vehicle was searched again, and 2 grams of Methamphetamine was located hidden in the seat.  Keith Chase (64) of Stockton Springs was summonsed for Violation of Conditions of Release (VCR) and Possession of Scheduled Drugs. 

    On July 10, 2021, Members of section one, Tr. Peterson and PCSO Deputies executed a search warrant in Carmel.  Information was received that Michael Drake (30) was staying as this residence with his girlfriend.  Drake had two active warrants and had been on the run for a year. Tr. Foley completed a search warrant of the property looking for Drake.  Drake was located in a connex trailer on the property by the K9 team.  Tr. Bean removed Drake from the trailer, where he was arrested and taken to PCJ.

    On July 6, 2021, Tr. Gould was traveling southbound on I-95 near Etna and was passed by a vehicle traveling 114 mph in a posted 70 mph zone.  Identified as the operator was 16-year-old juvenile of Newport.  After notifying the juvenile’s father, he was summonsed for Criminal Speed.

    On July 6, 2021, Tr. Creamer was called out to a family fight at the Hudson Rd. in Hudson. The caller advised that his girlfriend Cassidy Wintermute had assaulted him.  As a result of the investigation it was f Cassidy was arrested for DV Assault and taken to Penobscot County Jail. Tr. Adam Gould assisted.

    On July 7, 2021, Tr. Bragan was on routine patrol when he observed a car pulled over to the side of the road on Route 15. Tr. Bragan conducted a license check on Christopher to learn that he was suspended. Tr. Bragan issued Christopher a criminal summons for operating after suspension. 

    On July 8, 2021, Tr. Bragan received a complaint from Cheryl Holcomb who was calling from the hospital. Cheryl was reporting that on July fourth her debit card was stolen and used at multiple locations causing her account to overdraft. As a result of the investigation, Tr. Bragan was able to identify the suspect as Charles Michaud, 52. Tr. Bragan located Charles at his address and interviewed him about the incident. Charles was charged with two counts of felony theft, two counts of misuse of identification and two counts of violation of conditions of release. 

    On July 5, 2021, Tr. Olmstead stopped a vehicle operated by Levi Clark, 30 of Old Town, on I-95 in Bangor for speeding. Bangor PD was looking to have Levi summoned for Theft class C. Tr. Olmstead served Levi with a summons on behalf of Bangor PD.

    On July 9, 2021 Tr. Olmstead and Tr. Haverly-Johndro responded to the report of a vehicle operating erratically in Newburgh. Tr. Olmstead located the vehicle stopped in the parking lot of Dysart’s in Newburgh. Vehicle was operated by Albert Hubbard, 33 of Brewer. SFST was conducted and Tr. Olmstead arrested Albert for OUI, OAS, and VCR. Tr. Olmstead conducted a Drug Influence Evaluation at the Bangor Police Department where Albert was found to be impaired by CNS Stimulants and Dissociative Anesthetics. Albert was summonsed for the aforementioned offenses.

    On July 4, 2021, Tr. Ramp was dispatched to a crash at the intersection of Ridge Rd. and Route 43 in Corinth.  Tr. Ramp arrived on scene and observed that the vehicle had gone off the road striking a camper, another vehicle, as well as the garage at 5 Ridge Rd.  Tr. Ramp spoke with the operator James Gerrish-Baker, 24 of Brownville.  Tr. Ramp learned that Baker was on bail for felony DV charges with conditions not to use or possess alcohol and he also had a suspended driver’s license.  James was transported for a breath test and his BAC was over the legal limit.  Tr. Ramp charged James with OUI, OAS, and Class C VCR.  James was booked at the Penobscot County Jail after being cleared by the hospital.
        
    On July 10, 2021, Tr. Ramp was dispatched to 90 Water St. in Howland for a report that Dakota Leathers was there and high on meth.  Tr. Ramp spoke with the Dakota’s probation officer and she advised she would place a hold on Dakota if he was located.  Tr. Ramp located Dakota at the residence and took him into custody without incident.  Dakota was booked at the jail after being cleared by the hospital

    On July 10, 2021, Tr. Plaisted was advised of a civil complaint at 179 Main Street in Corinth.  After being advised, Tr. Plaisted called the complaint; and told him he would need to respond and speak with all parties.  After responding, he spoke with the complainant and his niece; Nicole Wright, 38, of that address and determined that this was a civil issue, which he could not make a ruling on.  Tr. Plaisted advised that the parties needed to proceed to court to settle their case.  During the course of the investigation, it was determined that Nicole held a warrant for failure to appear.  Nicole was then placed under arrest for warrant and transported to PCJ.
                

  • Silver Alert: Frank Mollins of Bridgton UPDATE Located Safely

    The Bridgton Police Department has issued a Silver Alert for 81-year-old Frank Mollins of Bridgton, who was last seen on Tuesday, July 13, 2021 at approximately 8pm on S High Street in Bridgton. He was driving a black 2011 Chevy Malibu, Maine Veteran plate 33375.  Mollins, who has dementia, is a white male, 5’8”, 160 lbs. with white hair and hazel eyes. He was last seen wearing blue Dickie work pants and a long sleeve shirt. Mollins may travel to Long Island, NY or Moultonborough, NH where he used to have family. Mollins does currently have family in Presque Isle but it is not clear where he was heading when he left his home Tuesday night.

  • A North Berwick woman crashes on the Turnpike after falling asleep at the wheel

    On Monday, July 19, 2021, at approximately 7:13 a.m. a car traveling southbound on the Turnpike struck the median guardrail just south of the Old Alfred Rd. overpass in Biddeford. 

    The 2017 Mazda SUV then crossed all three lanes of traffic before going off the roadway and into the woods. The car continued to roll over multiple times before landing on its roof. 

    The driver, 29-year-old Lindsey Fortin of North Berwick, was trapped inside the vehicle. 

    Cpl. Doug Cropper of Troop G was the first Trooper on scene and was able to break the driver’s side window, cut through the airbag curtain and extricate Fortin from the car after she was able to remove her seatbelt.
    Fortin was transported to Maine Medical in Portland by Biddeford Rescue with non-life-threatening injuries. 
    The Biddeford Police Department also assisted at the scene.

    Trooper Owen Reed summonsed Jon McDowell (35) of Deer Isle, for Operating After Suspension after a traffic stop in Stonington.

    Troopers from Troop J responded to the Little Deer Isle Road in Deer Isle for a report of a single vehicle crash on the Little Deer Isle road. While en route to the crash the vehicle became fully engulfed in flames and explosions were reported coming from the vehicle. As a result of the crash the driver was pronounced dead at the scene. On 7/15/21 the Medical Examiner’s Office confirmed the identity of the driver was Joseph Perreault (28) of Jonesport. Trooper Travis Chapman is the lead investigator assisting on scene were Sergeant Jason Sattler, Corporal Gavin Endre, Deer Isle Fire Department, Sedgwick Fire Department and Memorial Ambulance.

    Corporal Gavin Endre conducted a traffic stop on Brock Ray (25) of Franklin. The vehicle’s registration was falsely attached. Ray was summonsed for a vehicle violation.

    Trooper Kim Sawyer summonsed William O’Donnell (46) of Charlotte for Operating After Suspension after a traffic stop for speed on Route 1 in Baileyville.

    Sergeant Jason Sattler and Corporal Gavin Endre responded to the intersection of Upper Falls Road and Acadia Highway in Orland for the report of a three-vehicle crash. Two occupants were transported to the hospital.

  • Troop G Weekly Report 07/2/2021 - 07/18/2021

    On 07/12/2021, Tr. Darcy and Cpl. Cote responded to multiple reports of vehicles striking debris in the roadway southbound on the turnpike in Kittery. In total there were 5 reportable crashes from the tire debris that came off a tractor trailer. The scene was cleared up in about an hour and no one was injured.

    On 07/13/2021, Cpl. Cote stopped Rana Al Rammahi (30) of Biddeford on the ME Turnpike northbound in Kennebunk.  Her license was found to be Suspended.  She was charged with Operating after Suspension and Possession of a Suspended License.  Her vehicle was towed away.

    On 07/13/2021, Cpl. Cote stopped Ruslan Mace (29) of NC on the ME Turnpike northbound in Saco.  His license was found to be Suspended.  He was charged with Operating after Suspension and his vehicle was towed away.

    On 07/13/2021, Cpl. Cote stopped Marcus McGraw (35) of Windham on the ME Turnpike northbound in Scarborough.  His license was found to be Suspended.  He was charged with Operating after Suspension and his vehicle was towed away.

    On 07/13/2021, Sgt. Duda clocked a vehicle traveling 110 MPH in a posted 70 MPH speed zone northbound in Scarborough. The operator, Jonathan Lessard (23) of Waterboro was charged with exceeding the speed limit by 30 MPH or more.

    On 07/13/2021, Sgt. Duda clocked a vehicle traveling 85 MPH in a posted 50 MPH construction zone northbound in Portland. The operator, Alex Elejalde (57) of Biddeford was charged with exceeding the speed limit by 30 MPH or more.

    On 07/15/2021, Sgt. Duda investigated a report of an erratic operator northbound near mile marker 68. The male operator, Stephen Kfoury (32) of Lewiston was arrested for operating under the influence. Kfoury refused a test and was charged with operating under the influence.

    On 07/15/2021, Tr. Loder received an erratic driver complaint that was NB from MM 29 on I-95. There were numerous calls on the MV and reports it had side swiped another MV as well as striking guardrails. The MV was a Volvo with a male operator. Tr. Loder set up at MM 42 waiting for the vehicle and saw it strike a construction barrel. The Volvo wouldn’t stop and was traveling at low speeds, around 25 MPH. Tr. Loder utilized a PIT maneuver but the operator attempted to drive off again. Another PIT was used and the Volvo was stopped. It was determined that the operator was having a diabetic emergency. Rescue responded and transported him to MMC. Sgt. Burton and Tr. MacKinnon assisted in the incident.

    On 07/16/2021, Cpl. Cote stopped Andrew Chute (39) of Ocean Park on the ME Turnpike northbound in Falmouth.  Both his license and registration were found to be Suspended.  He was charged with Operating after Supension.  His vehicle was towed away.

    On 07/16/2021, Tr. Bourdelais and his FTO Cpl. Physic pulled over a vehicle for speeding.  Tr. Bourdelais learned the driver was suspended and summonsed the driver for OAS.

    On 07/16/2021, Cpl. Cote investigated a tractor trailer crash at mile 37 southbound in Saco.  The unit jacknifed during a rainstorm upon slowing in traffic.  One lane of traffic was closed for approximately an hour while a tow company righted the unit so it could be driven away.

    On 07/17/2021, Sgt. Wilkinson stopped a vehicle for erratic operation southbound in Scarborough on the Turnpike. After further investigation the operator was put through field sobriety tests and subsequently arrested for OUI. The operator was over the legal limit.

    On 07/17/2021, at approximately 2315, hours the Augusta RCC received several complaints of a silver pickup truck operating very erratically on the Maine Turnpike in York. Specialist Seth Allen located the vehicle in the area of MM 7 in York. Spc. Allen attempted to stop the vehicle for the poor operation; however, it exited in York.  Spc. Allen pursued the vehicle north on Rt 1 until it was spiked by Wells/Ogunquit PDs at the Ogunquit town line. The chase lasted approximately 7 minutes.  Michael Brazil (33) was arrested and charged with OUI-Refusal, Eluding, Passing a Roadblock, Reckless Conduct, and Criminal Speed. York PD also assisted with the chase.

    On 07/18/2021, Cpl. Cote stopped Calixte Fleury (37) of Malden, MA on the ME Turnpike southbound in Saco.  His license was found to be Suspended.  He was summonsed for Operating after Suspension and his vehicle was towed away. 

    On 07/18/2021, Cpl. Cropper stopped a vehicle northbound in Kennebunk for speeding. The operator, Christopher S. Boucher Jr. (26) of Biddeford was suspended and on conditions of release. Boucher was summonsed for speed, OAS, and VCR.

    Brief Synopsis:       Tr. Desrosier was conducting traffic enforcement and observed a vehicle in the middle of the road as it rounded a corner and was speeding.  Tr. Desrosier stopped the car and discovered a male juvenile, who only had a permit, driving with another juvenile in the vehicle.  Tr. Desrosier contacted the parents of the kids to come get them and issued the driver a summons for operating without a license.

    Brief Synopsis:       Tr. Kilcollins is investigating a complaint from the Maliseet Tribe in Houlton.  They received notification from their bank that one of their checks had been cashed in San Diego, California.  It was found that the check was counterfeited using the tribes banking information.  Tr. Kilcollins is working to develop leads in this case.

    Brief Synopsis:       Tr. Kilcollins is actively investigating the theft of a catalytic convertor in Mars Hill.  JDR left their 2019 Ford pickup, used at their shop, parked near the building and someone over the weekend came and cut the catalytic convertor.  Tr. Kilcollins is actively working leads in this investigation.

    Brief Synopsis:       Tr. Martin pulled over a vehicle for speeding in Wallagrass.  As he conducted his roadside investigation, he learned that the driver of the vehicle also had a suspended driver’s license and was on probation.  As a result of the information he learned the driver was searched and was found to be in possession of drugs.  The local man was charged with Operating After Suspension and Possession of Methamphetamine.

    Brief Synopsis:       Tr. Martin responded to Eagle Lake when a property owner reported damage had been done to one of his buildings.  It appeared that entry had been made into the facility, but nothing had been stolen.  The investigation is active and still ongoing.

    Brief Synopsis:       Cpl. Casavant took a criminal mischief complaint from the town of Fort Fairfield after they discovered someone had damaged property that was set up for the Potato Blossom Festival.  The investigation is ongoing.

    Brief Synopsis:       Tr. Saucier responded to a residence in Sherman for a verbal dispute after a 31-year-old Patten man showed up at the caller’s residence uninvited.  The suspect left before Tr. Saucier arrived and Tr. Saucier was unable to locate him in the area.  The man is on conditions of release and is also suspended.  Tr. Saucier will be charging him with OAS, VCR as well as traffic violations in relation to the incident once he is located.

    Brief Synopsis:       Sgt. Haines responded to a suspicious incident in Masardis after a man called to report finding a large item wrapped in a tarp with clothes nearby.  Sgt. Haines was able to determine that it was the remains of an animal inside the tarp.

    Trooper Kim Sawyer responded to a serious Personal Injury crash in Robbinston after James Lursen (30) of Calais struck a bear while on a motorcycle.  Sergeant Dan Ryan assisted.

    Trooper Miles Carpenter covered a theft of a catalytic converter in Marshfield.  Investigation continues.

    Trooper Jarid Leonard summonsed Cameron Reed (30) of Whitneyville, for Operating after Suspension after a traffic stop in East Machias.  Corporal Jeff Taylor assisted.

    07-25-21

    Trooper Jarid Leonard arrested Lindsay Swanson (29) of Steuben, for Operating with a Revoked License after checking on a motorist in Columbia Falls.  Swanson was also summonsed for Possession of Scheduled Drugs.  A passenger Ronald Robinson (66) of Addison, was also summonsed for Possession of Scheduled Drugs.  Corporal Jeff Taylor assisted.

    Brief Synopsis:       Tr. Desrosier was conducting traffic enforcement and observed a motorcycle speeding.  He stopped the bike and after investigating determined the man attached false registration plates to the machine.  The man took plates from another motorcycle he owns and put them on the machine he was riding.  Tr. Desrosier issued the man a criminal summons for attaching false plates and had the motorcycle towed from the roadway.

    Brief Synopsis:       Tr. Kilcollins located a man he had been looking for that had two active arrest warrants in Blaine.  The man had been avoiding Tr. Kilcollins for about a week before he was located.  Tr. Kilcollins arrested him without incident and transported him to the Aroostook County Jail in Houlton.

    Brief Synopsis:       Cpl. Quint responded to Mars Hill for a report of a suspicious vehicle parked at an abandoned house.  When he arrived, he found a man sleeping in the truck seat.  After waking, the man said he was there working on the house, then changed stating he was waiting for someone that was working on the house, and then later said he did not have any other place to go.  The property is owned by the man’s grandfather.  He was issued a trespassing warning after the owner stated he was not welcome there.  The man was arrested on an active warrant and transported to the Aroostook County Jail in Houlton.

    Brief Synopsis:       Tr. Castonguay was driving on Spaulding Lake Road, Oakfield, and stopped a vehicle for a traffic infraction.  Further investigation revealed the man had a suspended driver’s license for not complying with orders from his physician.  The man was issued a criminal summons for OAS and arranged to have a licensed driver come get him and the vehicle.

    Brief Synopsis:       Tr. Castonguay was driving through Oakfield when he observed a man, whom he recognized and knew he had active bail conditions, consuming liquor.  Tr. Castonguay conducted a bail check on the man  and at the end of his investigation, issued the man a criminal summons for violating his conditions of release by using/possessing liquor.

    Brief Synopsis:       Tr. Castonguay was in Island Falls and recognized a man whom he suspected had active bail conditions.  A computer query revealed a warrant for the man failing to appear in court for multiple charges.  Tr. Castonguay arrested the man on the warrant and transported him to the Aroostook County Jail in Houlton.

    Brief Synopsis:       Tr. Levesque, Sgt. Fuller, and Cpl. Michaud assisted PIPD when a vehicle was stolen from Main Street in Presque Isle when the owner went into a grocery store and left it running because his dog was inside.  The police department located the vehicle and a pursuit ensued shortly after.   The offenders took a dead - end street in Caribou and fled on foot.  Later in the evening, the pair was identified, and Sgt. Fuller and Tr Levesque located the man and woman while they were walking in Caribou. They were arrested and transported to PIPD.  The dog was also located in Westfield after being let out of the vehicle by the offenders.  The pair is facing a multitude of charges including cruelty to an animal and eluding.

    Brief Synopsis:       Tr Merchant was in Houlton when she observed a vehicle with an expired inspections sticker.  Tr. Merchant pulled the vehicle over and learned that the man was from Florida and his license was expired.  He was cited for the violation and a passenger with a valid license could drive the vehicle from the scene.

    Brief Synopsis:       Tr. Sylvia arrested a 36-year-old Houlton man after he turned himself in at the barracks and found to have an outstanding warrant.  Tr. Sylvia transported the man to the ACJ where he was bailed from the parking lot by a bail commissioner.

    Brief Synopsis:       Tr. Mahon took a report of theft from a business in Easton who sold a vehicle to a man from Dayton, ME back in May and he refused to return the dealer plate and had racked up $200 in unpaid tolls.  Tr. Mahon contacted the man and he agreed to mail the plate back along with money to cover the tolls.

    Brief Synopsis:       Tr. Saucier handled a civil complaint in Masardis reference to a dispute over damage to a utility trailer.  The owner now alleged she was threatened by the man she accused of damaging the trailer.   Tr. Saucier and Sgt. Haines responded and spoke to both parties.  Both parties were advised to speak to an attorney reference to the trailer dispute and given harassment warnings.

    Brief Synopsis:       Tr. Curtin and Sgt. Haines responded to Portage Lake for a report of a large gathering with a live band disrupting the neighborhood.  Upon arrival the band had stopped and approximately 10 remained at the camp.  The owners were warned for the noise and were cooperative taking the gathering inside.

    Brief Synopsis:       Tr. Sylvia was called to a residence in Cary Plt for a report of a burglary.  The residence had been left vacant and the family member reported various items missing.  The case remains under investigation.

    Brief Synopsis:       Tr. Mahon was called to Van Buren for a report of a theft from a motor vehicle.  The female involved had multiple other calls for service in the last two days for neighborhood disputes and this time committed a crime where she was arrested and charged with theft and VCR.
