  • Silver Alert: Walter Goodwin of Orono UPDATE: Located Safe

    The Orono Police Department has issued a Silver Alert for Walter Goodwin, 60, of Orono. Mr. Goodwin was last seen at the Meadowview Group Home, 90 Park Street, in Orono at approximately 9:30 p.m. Mr. Goodwin is described as a Caucasian male, with a long white beard and long white hair, 5’4”, and approximately 159 lbs., and blue eyes. He is believed to be on foot. He was wearing a thick brown sweater with a deer on it, and possibly black pants, and a blue checkered hat.  

    Anyone who sees Mr. Goodwin or has information should call 911 or 207-945-4636.
     

  • Lewiston Man Facing Charges for Police Chase

    Jeselskis MotorcycleA Lewiston Man is facing multiple charges after leading police on a chase while driving a motorcycle.

    On April 24th, 2021, Trooper Tyler Nadeau was assisting Androscoggin County Sheriffs Office with a traffic stop on Route 202 in Greene. The Deputy attempted to stop a group on motorcycles driving aggressively. Only one of the three motorcycle stopped and the other two continued towards Leeds. Several minutes later one of the suspect motorcycles showed back up to the scene of the traffic stop. 

    Trooper Nadeau saw the suspect motorcycle did not have a registration plate. Trooper Nadeau attempted to stop the motorcycle and the driver took off at a high rate of speed. Trooper Nadeau pursued the motorcycle for several miles until speeds were to dangerous to continue the pursuit. The driver continued to do multi vehicle passes in the oncoming lane and his speeds were clocked at 154mph. 

    Several minutes later Trooper Nadeau located the suspect motorcycle in the town of Leeds. The driver again refused to stop and continued south bound on Route 202, towards Lewiston. Deputies in the Greene area clocked the suspect motorcycle at 135mph and started a pursuit. The pursuit was quickly terminated due to the speeds.

    Hours later, Trooper Nadeau and several Deputies were able to identify the suspect as Devin Jeselskis of Lewiston. Mr. Jeselskis was located standing in the driveway of a residence in Auburn. After a short foot chase, Mr. Jelelski ran to a near by apartment building. Mr. Jeselskis surrendered from the apartment building and was taken into custody by Trooper Nadeau without incident. 

    Mr. Jeselskis was charged by MSP with the following crimes:
    1.    Eluding Class C Felony 
    2.    Driving to Endanger Class C Felony 
    3.    Criminal Speed Class E
    4.    Operating without a License Class E
    5.    Operating after Suspension Class E
    6.    Several traffic citations 

    A special “Thank You” to the Androscoggin County Sheriff’s Office for their assistance in this case. This incident is still under investigation and the Sheriff’s Office also charged Mr. Jeselskis with several crimes.
     

  • Troop F Weekly Report 04-19 to 04-25-21

    Brief Synopsis:       Tr. Desrosier was conducting traffic enforcement in Wallagrass and met a vehicle driving 82 mph in a posted 45 mph zone.  Tr. Desrosier stopped the vehicle and the operator stated he thought it was a 55-mph zone and offered no other excuse.  Tr. Desrosier issued a criminal summons for the violation.

    Brief Synopsis:       Tr. Kilcollins was working a traffic detail and observed a vehicle with an expired inspection certificate and expired vehicle registration.  He stopped the car and further investigation revealed the driver had a suspended driver’s license for OUI.  The woman was issued a criminal summons OAS and operating with a suspended registration.  The vehicle was towed from the roadway and the woman arranged to have a licensed driver come get her.

    Brief Synopsis:       State Police received a report of a rollover crash on Route 11 in Nashville Plantation.  (Just north of Ashland.)  Tr. Ted Martin responded to the crash as did Ashland Police Department, Fire Department, and Ambulance Service.  Tr. Martin’s investigation revealed that 20-year-old Lindsey Brown of Eddington had been traveling north in a 2010 Chevrolet Aveo when she attempted to pass another vehicle.  As she was in the process of passing the vehicle, Brown lost control of the vehicle she was driving, it rolled over, and came to rest on its roof in the roadway.  Ms. Brown was able to exit the vehicle on her own and was treated at the scene for minor injuries.  One lane of Route 11 was closed for a short period of time until the wreckage could be removed from the roadway.  Speed and inexperience were contributing factors in the crash.  As a result of the investigation, Brown was charged with Illegal Transportation of Alcohol, and Possession of Drug Paraphernalia, and Possession of Marijuana.  The mother of the operator was also charged with furnishing the alcohol and marijuana to her daughter.

    Brief Synopsis:       Tr. Cotton took a call from an elderly woman who reported getting a call from someone who claimed to be from Medicare.  The caller attempted to get personal information from the woman and made some lewd comments.  The caller was assured that the call was from a scammer and Tr. Cotton spent some time educating the caller about scams and ensuring that no personal information should be released over the phone.

    Brief Synopsis:       Tr. Cotton spoke with a Monticello landowner after learning that two individuals had been on his property that had been posted with no trespassing signs.  The trespassing complaint stemmed from a prior theft complaint that Tr. Cotton had been working on.  The investigation is ongoing with possible trespassing charges pending.

    Brief Synopsis:       Tr. Mahon was monitoring traffic in Monticello when he stopped a vehicle for a traffic violation.  As a result of the stop, Tr. Mahon charged a 63-year-old Monticello man with Operating after Suspension.

    Brief Synopsis:       Tr. Saucier was monitoring traffic in Patten when he observed a male subject operating who he knew to have a suspended license.  Tr. Saucier stopped the vehicle and charged the 42-year-old Patten man with Operating after Suspension.

    Brief Synopsis:       Tr. Curtin received information that a subject with three active warrants, including two with no bail was at a residence in New Canada.  Tr. Curtin located the 21-year old New Canada man inside the garage and took him into custody.

    Brief Synopsis:       Tr. Curtin was monitoring traffic on Route 11 in Eagle Lake when he stopped a vehicle for a traffic violation.  As a result, Tr. Curtin charged the 42-year old Eagle Lake woman with Operating after Suspension.

    Brief Synopsis:       Tr. Mahon took a theft report from a residence in Mapleton.  The victim reported someone stole the battery out of her vehicle.  A suspect was identified, and the investigation is ongoing.

    Sergeant Jeff Ingemi summonsed Francisco Feliciano Roman (31) of Milbridge, for Operating After Suspension and Having False Plates on his vehicle after a traffic stop in Cherryfield.  Corporal Jeff Taylor and Trooper Josh Lander assisted.

    Corporal Jeff Taylor arrested Dylan Nelson (21) of Columbia Falls, for Operating Under the Influence of Alcohol after a traffic stop in Harrington.  Sergeant Jeff Ingemi assisted.

    Trooper Keith York summonsed Gavin Miller (21) of Eastport, for Operating After Suspension after a crash investigation from March 28th in Meddybemps.

    Sergeant Jeff Ingemi summonsed Charles Roberts (44) of Calais and Arizona, for Operating After Suspension after a traffic stop in Robbinston.

  • Message from Col. John Cote

    If you read recent newspaper articles focused on discipline within the Maine State Police you were likely left thinking we conduct our work shrouded in secrecy and that we work to protect our own. As the leader of the Maine State Police, I’d like to take the opportunity to set the record straight:

    The Maine State Police does not hide wrongdoing and does not choose to keep certain information related to discipline secret. We follow longstanding laws related to personnel investigation and records related to all state employees that have been implemented and refined across time. There are clear rules about what can be released to the public regarding state employees. M.R.S.A. Title 5 §7070 outlines that final discipline decisions can be released to the public. However, it does not authorize the release of investigative details. Thus, when we were asked for our discipline records for the past five years, the Maine State Police provided those records to the media as allowed by law. My concern is there was a missed opportunity to educate the public on what laws are in place that restricts reporting. Instead, the stories described the lack of detail as “secrecy” and a discretionary policy decision by our agency.

    The men and women of the Maine State Police are human, which means they are not perfect. The expectation of perfection is not reality. Troopers don’t make the correct decision every time. However, Troopers are among the best law enforcement officers this state has to offer. We hold ourselves to the highest standards because we believe that is what the people of Maine deserve. When we become aware of allegations of misconduct or a mistake, we investigate it thoroughly and take appropriate disciplinary action when warranted.

    The goal of discipline is to correct the behavior, not just punish the individual. In making disciplinary decisions, we try to consider all the information, including what the Trooper knew at the time of the incident, their performance history, and past disciplinary actions taken on similar incidents. We also hold our Troopers accountable for both on-duty and off-duty conduct, as they represent our agency 24/7 and we value the reputation of our Troopers and our agency in our communities. Our disciplinary actions are subject to the review of the Maine Criminal Justice Academy Board of Trustees, the Maine Attorney General’s Office, the State Bureau of Human Resources, and ultimately through arbitration and the court systems if deemed appropriate.

    We are the largest agency in the state of Maine with over 330 officers providing services that span the entire state. We calculated statistics to capture how many contacts we make with citizens in an average 5-year period. We received over 325,000 separate requests for service, provided more than 36,000 aid to motorists, and conducted over 350,000 traffic stops. We issued over 110,000 traffic tickets and over 339,000 warnings (1:3 tickets to warnings rate). This work resulted in over 3,500 OUI arrests among other violations. Add to these contacts another 622,000 commercial vehicles checked. This is more than 1,300,000 contacts over the time frame of the research done by this series of stories. That is if every interaction only involved one person.

    However, the Office of Professional Standards was contacted 685 times with complaints or inquiries over the same 5-year period. That number includes complaints, concerns, and questions.

    The Maine State Police strives to serve the communities to the best of our abilities. We don’t make excuses for our mistakes, but we do want you to know that we try to learn from each one, so they are not repeated. We understand and support transparency, but we are obligated to follow the laws in place. Should public agencies include more information about misconduct in disciplinary records? Should the law be clarified or amended? Those are policy questions for lawmakers to consider and we will do our best to answer their questions and provide them with information and our perspective as they take these questions into consideration.

    In the meantime, I continue to be proud of our agency, the high-quality work our agency does, and proud of the outstanding men and women that answer the call every day. I firmly believe, relatively speaking, our failures are rare. When they do exist, we address them as fairly and equitably as possible, consistent with the laws of our state, as we work to maintain the accountability that is the cornerstone of our public trust.

  • Drug Trafficking Arrest in Turner

    Drug Trafficking Turner, drugs, cashOn Monday, April 26, 2021, around 11:45 a.m., an investigation began by the Maine State Police (Troop B) in Turner.  

    The interaction started with an individual at B & A Variety in Turner following a suspicious incident nearby. The encounter revealed that the driver, Winston Mcleod (27) was suspended, out of Oregon. 

    Further investigation revealed that he had a large amount of cocaine in his jacket pocket. When he was informed by the Trooper that he was being arrested, Mcleod fled on foot. A foot chase ensued which ended with a safe and successful apprehension. Members from Troop B came to assist with further investigation. 

    The investigation revealed Mcleod had 1,102 grams of cocaine in the car. Also seized in the stop was $1,446 in suspected drug proceeds. McLeod was arrested and charged with three counts of Aggravated Trafficking in Schedule Drugs (Class A), Refusing to Submit to Arrest (Class E), Operating a Motor Vehicle without a License (Class E), and Asset Forfeiture. 

    Mcleod was transported to the Androscoggin County Jail and bail was set at $25,000.
     

  • Troop G Weekly Report 04/19/2021 - 04/25/2021

    On 04/20/2021, at 0055 hours, Tr. Welch stopped a 17-year-old male operator and a 15-year-old female passenger for traveling 109 MPH through an active, one-lane construction zone at 48 southbound in Portland.  The male operator increased speed to 122 MPH after exiting the lane closure and was eventually stopped at 46 southbound.  He was subsequently charged with Criminal Speed and DTE.  He was also cited for Improper Passing.  Both juveniles and the vehicle were picked up by their guardians. 

    On 04/23/2021, Cpl. Duda investigated a two-vehicle crash at mile marker 39 southbound. Eli Bulba (21) of Winthrop was arrested and charged with violating conditions of release and OUI drugs.

    On 04/23/2021, Cpl. Duda, Cpl. Physic, and Tr. Reaser responded to a three-car crash on I-95 northbound at MM 41. While Troopers were cleaning up the scene, a vehicle almost crashed into the scene, and Cpl. Physic arrested and charged Peter Bolster with OUI.

    On 04/24/2021, at approximately 1220 hours, Augusta RCC received a traffic complaint on a Honda Civic with TX registration in the area of MM 47 NB operating erratically. Shortly afterwards, reports of a crash between that Honda and another vehicle, a Honda HRV, occurred at MM 48 NB. The Civic rear-ended the HRV in lane 2. The Civic then went off to the left and struck the jersey barriers in the median, riding along them until stopping in lane 1.  The driver and sole occupant of the Honda Civic was extricated by FD personnel and transported to MMC in serious condition, initially believed to be from a medical issue. The driver of the Civic was identified as a 61-year-old male from San Antonio, TX. The other vehicle, a Honda HRV, sustained rear end damage due to being rear ended by the Civic while traveling in lane 2. The operator of the HRV was identified as a 58-year-old female from South Portland. Her 5-year-old grandson was in the rear seat of her vehicle and neither of them sustained injuries. While following up at MMC, it was discovered that the male operator was in critical condition and intubated. Investigation is continuing to determine why the operator of the Civic caused the crash. Traffic was backed up for approximately an hour until all lanes were open. This occurred in the construction area.  The on-call ADA was notified.

    On 04/24/2021, Cpl. Duda investigated a report of an erratic operator near mile 42 southbound on the Maine Turnpike. Cpl. Duda located the vehicle and a short, low speed chase ensued. The vehicle got off exit 36 onto the Saco spur and then exited the spur onto exit 1. Cpl. Duda utilized the PIT maneuver and ended the chase. Amy Lillibridge (29) of Portland was arrested for eluding and OUI. Her blood alcohol content was over the legal limit.
