Registration Requirements for I-VoIP Service Providers

I-Voip REgistration Requirements

Step One: I-VoIP Must be Added to CMS via Clerk of the Commission

As a new I-VOIP company doing business in Maine, your company name must be added to the Case Management System (CMS) database.  To initiate this process, please complete the following webform.

This first step is required to help validate that you are acting on behalf of your company.

Once the Clerk of the Commission notifies you that your company has been added to the database, you may move to Step Two below.

Step Two: I-VoIP Must Then Register in CMS to Make Any Filings

Once your company name is added to our CMS database system, the company and any representative(s) must become a registered user in CMS to make any filings.  See link below.

Please note, when registering, make sure to add the applicant as a “Representing Company” in the individual registration as that is what populates the “Utility/Company Name” item noted below. 

Step Three: Make a New Case Filing

Once registered and logged in, to file your registration or update for your company, hover over “Case File” in the menu on the left-hand side of the screen. In the sub-menu, click on “Submit New Case or File in Existing Case”; click on the “New” toggle button and complete all the information requested as follows: (Please note anything that is preceded by a red asterisk is mandatory)

Pertaining to Utility/Company Click on the “Add” button under search for your entity and click on select in the toggle box in front of the entities name

Next, you are ready to submit your filing.  The following fields will be required on your initial filing:

CMS Field Recommended Response
Description of Filing: 30 Day State Notification for Interconnected VoIP Providers (for your first CMS Filing)
Utility/Company Name:  Click on the “Add” button under and search for your entity and click on select in the toggle box in front of the entities name
Attach Public Document If this is your company's first filing, you would upload a PDF document of your 30-Day Notification and regulator contact information.

Required Registration Information

Once an I-VoIP provider has registered with CMS, the I-VoIP provider should submit a new case file with a letter that contains the following information:

Company Name
Operating Company Name (OCN)
Company Website
How many initial blocks
List of rate centers
Whether a Location Routing Number block is required for a rate center and where
Regulatory Representative Contact Name, Address, Email, and Phone
Numbering Representative Contact Name, Address, Email, and Phone

Growth Requests for Numbers and Changes in Contact Information

If growth blocks are also required, then the I-VoIP provider should include this information in the service provider's case file as they are needed.  In addition, the Commission requests that I-VoIP service providers update regulatory and numbering representative contacts within 30 days if contact information changes. A new case filing is not required, just updating the initial case filing.

I-VoIP Approval Not Required by Maine Commission

The Maine Public Utilities Commission does not regulate I-VoIP providers.  The notification process in CMS by an I-VoIP company provides clear communication to the Commission when an I-VoIP provider initiates service in Maine as intended by the FCC.
