Traffic Impacts - Hogan Road

Starting on April 20, the Maine Department of Transportation (MaineDOT) will begin work on a diverging diamond interchange on I-95 at Exit 187. Crews will begin work by building the new bridge south of the existing bridges. During this phase, traffic impacts on Hogan Road will be minimal. Most traffic patterns will remain unchanged until the new bridge is completed in late fall 2027. However, drivers may encounter occasional disruptions in 2026 and 2027, such as lane reductions or alternating traffic, as crews install new drainage systems and as utility companies relocate poles and wires. 

 

Traffic on the Interstate will be reduced to one lane Northbound and one lane Southbound with the Northbound being reopened to two lanes from July 1st to September 12th. Interstate ramps may be closed during the overnight hours from 7:00 pm to 5:00 am to facilitate work. There will also be a couple of full weekend ramp closures. All ramp closures will have notifications on message boards used throughout the project.

This project includes several major components such as the construction of a new bridge, rehabilitation of the existing Hogan Road eastbound bridge, and removal of the Hogan Road westbound bridge. It will also feature new signalized intersections at the interstate ramps and a protected pedestrian sidewalk crossing the interstate between the two remaining bridges. Message boards are in place to inform drivers of the work taking place. Work is expected to be completed by Fall 2029. The contractor on this project is CPM Constructors of Freeport, Maine. This project is a recipient of the Federal Highway Administration (FHWA) RAISE Grant. The contract amount is $56,651,028.90.

Why a Diverging Diamond Interchange?

Currently the Exit 187/Hogan Road interchange has safety concerns, congestion and no adequate bicycle and pedestrian access. There are three main issues with the existing interchange design:

  • Safety - there are three high crash locations, with 94 crashes in the latest three year period, 36% of which invovled injuries.
  • Congestion - The Exit 187 interchange is Maine's busiest diamond interchange with an average of about 35,000 vehicles per day.
  • Access - There are no sidewalks or adequate shoulders on the bridge.

A Diverging Diamond Interchange addresses these issues by:

  • Increasing safety by reducing crashes by approximately 50%.
  • Increasing mobility and reducing congestion.
  • Providing for a dedicated bicycle/pedestrian protected path within the width of the existing bridge.
