- FFY21 Part C Grant Application The Part C Grant Application is a requirement of State lead agencies to receive a grant award under Part C of the IDEA funds. The State is required to publicly post this application at least 60 days prior to the date on which the application is submitted to the Secretary with an opportunity for public comment on the application for at least 30 days during that 60-day publication period.
