Home and Community Support Services Licensing

As of late 2025, the way providers of developmental disabilities services are licensed is changing. Moving forward, all agencies that provide case management, home support agency per diem, home support quarter hour, shared living, day, and employment services, PNMI-F are required to be licensed by the Division of Certification and Licensing (DLC). The Office of Aging and Disability Services (OADS) and DLC will jointly oversee the licensing process. Licensing standards include administrative requirements, physical plant requirements, and program standards. These licenses are service-specific, meaning that different standards will apply to a provider agency based on the type of services that agency provides.

This webpage includes information about the implementation of this new licensing structure for providers of MaineCare waiver services under Sections 13, 18, 20, 21, 29, and 97 Appendix F – IID/Autism under the Home and Community Support Service Agencies Licensing Rule, 10-144 CMR Ch. 108. Trainings

OADS is hosting webinars about the new licensing structure in December 2025.

This is an opportunity to learn more detail about how OADS and DLC will work together to conduct licensing reviews. OADS will share information about the review tools that the state team will use. OADS will also share information about specific standards in the licensing rule and how those align with or adjust MaineCare standards. Each session will include opportunities to ask questions.
