Home and Community Services

The Home and Community Support Services Program is a regulatory program authorized by 34-B MRS §1203-B.  The program licenses agencies that provide services to adults with intellectual disabilities, autism spectrum disorder, a related condition or acquired brain injury.

10-144 CMR Ch 108 has been adopted and is effective December 3, 2025.

How to Apply

Before you apply for your Home and Community Support License, please review this PowerPoint to find the answers to the most common questions about the application process.

To apply to have an agency licensed or renewed, select the link below to be directed to the online application. Complete the appropriate application and submit with the required documentation and fees as detailed in the application form. If this is a renewal have the appropriate license number and provided access code available.

Waivers

Agencies can apply for a waiver of specific regulations that are not mandated by state or federal law and do not violate resident rights by submitting a waiver request application.  Request for Waiver Application (PDF)

Changes to an Existing Agency License

Changes to licenses such as sites, services, administrators, program managers, or agency contact information require an application and approval by the Division of Licensing and Certification.  Please note that this application is only available to currently licensed Home and Community Service providers.
