FY26 FEMA NSGP Announcement

We are officially accepting applications for the Fiscal Year 2026 FEMA Nonprofit Security Grant Program (NSGP). This program provides funding support for physical security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. It is separate from the Maine NSGP.

All application packages must be submitted via email directly to the grants inbox: hsgrants.maine@maine.gov

Strict Submission Requirements

To ensure your application is not disqualified, you must adhere to the following rules:

  • One Email, All Files: 
    • All four required application items must be attached to ONE single email.
    • Do not send components in separate emails.
    • Emails that do not include all required documentation will not be reviewed.
  • Original IJ Format: 
    • The Investment Justification (IJ) form must be submitted in its original file format as provided by FEMA.
    • Do not scan, print-to-PDF, or flatten the document. 
    • FEMA’s automated systems cannot read altered formats, and your application will be automatically rejected.

Required Application Documents

It is highly recommended you read through the official FEMA NOFO (PDF) and the state guidance (PDF) before applying. There are some training / educational sessions on the website for you to review prior to applying.

Your single submission email must contain these four items:

  • Investment Justification (IJ) Form (Must be in original, un-flattened format) 
  • Vulnerability Assessment
    • A vulnerability assessment is used to identify and validate physical security deficiencies of your organization and is the foundation of an NSGP application. Vulnerability assessments can be provided in the form of a Cybersecurity and Infrastructure Security Agency (CISA) Self-Assessment, a state or local law enforcement assessment, or an outside contractor’s assessment. Each applicant must include its vulnerability/risk assessment unique to each site. This file should be submitted in pdf format, however there is no specific form/format requirement for the Vulnerability/Risk Assessment itself. 
  • Mission Statement
  • Short Bio / Resume (.docx) - there is a template provided

Official Sub-applicant Requirement (FY26 NOFO Federal Rule): Per the Department of Homeland Security and FEMA's Fiscal Year 2026 NSGP Notice of Funding Opportunity, sub-applicants/subrecipients must submit short bios and resumes. This documentation must include the type of entity, names of organizational leadership, and names of board members, FEMA strictly requests that you do not include sensitive Personally Identifiable Information (PII) like personal home addresses, phone numbers, or personal emails. All addresses provided must be the organization’s business address. All submitted resumes are strictly subject to approval.

Submission Deadline

  • All applications must be received in the inbox no later than July 16, 2026, at 11:59 EST.
  • Late or incomplete submissions will not be accepted.

FEMA Finalizing Fiscal 2025 Nonprofit Security Grant Program Subawards

Unfortunately, the Fiscal Year 2025 NSGP subawards were severely delayed by multiple funding lapses that impacted FEMA operations — totaling 120 days shut down this fiscal year. Now that funding has been restored, FEMA staff are diligently reviewing all submitted subapplications and expect to issue subawards soon. We sincerely appreciate the patience and understanding of all applicants and stakeholders.
