Adaptation - Maine Public Working Waterfront Infrastructure Fund

Grant Submittal Instructions

The Maine Department of Transportation (MaineDOT), the Maine Department of Marine Resources (DMR), and the Maine Office of Community Affairs (MOCA) are seeking applications for the Maine Public Working Waterfront Infrastructure Fund. This program is for municipalities or tribal governments to adapt existing public working waterfront infrastructure to reduce vulnerability to climate change, sea level rise, coastal flooding, and other impacts.

Application process

To apply, applicants must use the template application document provided at the end of this section. Applicants can submit three applications per entity and must submit a separate application for each project. The application(s) will be scored by an inter-agency review team who will judge the merits of the application(s) received in accordance with the project rating criteria.

Applications must be received by March 11, 2026, at 11:59 pm EST. Applications received after the deadline will be ineligible for award consideration. Applications are to be submitted via email to MaineDOT through the Adaptation inbox. Only applications received by email will be considered.

Applicants are to insert the following into the subject line of their email: “Public Working Waterfront Infrastructure Fund RFA Submission – [Insert Entity Name].”  Applicants should submit their application as a PDF file with the file name as: “[Insert Entity Name] Public Working Waterfront Infrastructure Fund Application #.PDF”. Once an application is submitted via email, applicants can expect to receive confirmation of receipt within one week.

Working Waterfront Resilience Workshop Series

This workshop series offered by Maine Sea Grant, the Maine Coastal Program, the Maine Office of Community Affairs, and UMaine Marine, seeks to help working waterfront communities gain access to resources available for infrastructure resilience and protection. The Maine Public Working Waterfront Infrastructure Fund Team will be at each of these workshops presenting on the program. Come see us with any questions at the dates and times below!
