Community Services Division

Welcome to the MaineDOT Community Services Division (CSD) website. CSD provides services that relate directly to Maine’s municipalities and counties.

The primary function is to provide training and technical assistance to Maine’s towns, cities, and counties through the Maine Local Roads Center.

In addition, the Local Road Assistance Program (LRAP) is administered here, distributing over $30 million of highway fund money per year to each of Maine’s 486 civil divisions for use on their roads. This division also handles all issues relative to highway classifications, federal urban area boundaries, urban compact boundaries, and state and US route numbering. The Adopt-A-Highway Program is also administered here.

Paul Brown

Road Ranger - Paul Brown

Paul Brown is the Center's new "Road Ranger" in 2020 and is available to Maine towns/cities/ counties for free on site technical assistance on local road issues and challenges. Former Ranger Phil Curtis retired in the Spring of 2019 after providing free technical assistance and training to a large number of communities throughout the state of Maine for 25+ years. Jim Foster

Bridge Ranger - Jim Foster

Jim Foster is the Center's new "Bridge Ranger" in 2021 and is available to Maine towns/cities/ counties for free on site technical assistance on local bridge/span/culvert issues and challenges. Jim is a retired MaineDOT Bridge Engineer and can assist any town with bridge repair and preservation strategies to get the most benefit from limited funding resources.
