Professional Services Prequalification Procedure

 

The Bureau of General Services (BGS), Division of Planning, Design & Construction (DPDC) is accepting applications for the 2026-2028 Professional Services Prequalification List. Architectural, Engineering, and other public improvement-related professional services firms may submit this application. See the application instructions and the referenced statute and rule for more information. Click on this link to Apply Now.

 

Professional services related to the construction, major alteration or repair of buildings or public works owned or leased by the State of Maine include the following: Architectural; Landscape Architectural; Civil Engineering; Structural Engineering; Mechanical Engineering; Electrical Engineering; Environmental Engineering; Fire Alarm System Design; Sprinkler System Design; Roof System Design; Land Survey; Construction Testing; Special Inspections; and Commissioning.  By statute, the BGS may select a person or person to perform professional, architectural or engineering services form this list without advertising or competitive selection if the cost of the services does not exceed $50,000.

Before using the Professional Services Prequalification List, a State agency must request approval of a Public Improvement Project through the BGS, DPDC (Project Approval Application webpage), proceeding only after the BGS, DPDC approval is granted.  

The following is a step-by-step procedure for Agency use of this list. If there are any questions or assistance needed at any stage, please consult with the BGS, DPDC.

  • Agency reviews available Professionals on the Professional Services Prequalification List.
  • Agency selects and contacts one Professional from the list.
  • Agency informs Professional that they were selected based on their presence on the list.
  • Professional confirms that all relevant information contained in their prequalification application has not change.
  • Agency provides a written project scope, project schedule, and project budget to the Professional.
  • Agency requests a detailed written proposal from the Professional.
  • Professional provides a detailed written proposal to agency. If Professional does not reply affirmatively, or if agency cannot successfully negotiate terms of the agreement, return to Step 1. The proposal should include: a scope of services; a work schedule; the fee amount and any allowance for reimbursable expenses, if applicable.
  • Agency creates a Professional Services Agreement based on negotiation with the Professional. The BGS may assist by confirming that agreement is feasible.
  • Agency and professional sign Professional Services Agreement.
  • Agency sends complete, signed Professional Services Agreement to the BGS for approval.
  • After agreement is approved by the BGS, the Professional carries out the work of the agreement with the agency.
  • Agency administers the agreement including approval of invoices.
  • Agency drafts supplemental agreements as needed, understanding that the initial agreement plus supplemental agreements shall not exceed $50,000 in fee.
