Section 97, Private Non-Medical Institutions (PNMI), Appendix B and D: MaineCare Cost of Living Adjustments (COLAs)

We are increasing reimbursement rates for PNMI Appendix B & D services, through a 3.07% COLA in alignment with Rate Reform Statute and as appropriated through P.L. 2025, Ch. 752 and P.L. 2025, Ch. 650. The COLA is equal to an increase of 3.07% above the currently established rates and is proportional to the percentage increase in the Maine minimum wage as determined by the Maine Department of Labor. 

Funding for this COLA will be available to the Department pending a 90-day waiting period that began with the adjournment of Legislature on April 29, 2026. The new rates will be funded retroactively to July 1, 2026.

We will update fee schedules on the Health PAS Online Portal by July 1, 2026.

Adjustment billing guidance will be provided once the new rates are implemented for billing.
