Licensing Requirements for Intensive Outpatient Program (IOP) Providers
This notice provides joint guidance from the Office of MaineCare Services and the Division of Licensing and Certification (DLC).
Providers delivering IOP services covered under Chapter II, Section 65, Behavioral Health Services, must be licensed by the DLC under 10-144 C.M.R. Ch. 123 to deliver medication management because IOP services include medication management, as needed, in accordance with 65.05-5(A)(2)(d).
As a result, to be appropriately licensed to deliver IOP services, the following applies:

Mental health programs must have the medication management service on their license

Substance use disorder treatment programs must have the Medication-Assisted Treatment (MAT) service on their license
IOP providers who do not have the correct service(s) on their license must add the service(s) within 30 calendar days from the date of this e-message. If you have licensing questions, please contact Jennifer Lynn Gary, DLC.
Once an IOP provider adds the correct services to their license, they must obtain program approval from the Office of Behavioral Health within 30 days. If you provide services under a mental health program, please contact Patrick Haskell and Angie Newhouse for medication management program approval. If you provide services under a substance use disorder treatment program, please contact Stacey Chandler and Katherine Coutu for MAT program approval.
