Attention Trading Partners: What You Need to Know and Do Before MaineCare’s New Online Portal

A refreshed and upgraded MIHMS is coming in early October 2026. The Office of MaineCare Services (OMS), in partnership with Gainwell Technologies, is launching an upgraded MIHMS, our claims processing system, to bring enhanced security, improved usability, and a more modern experience to better support your day-to-day work.

The upgrade will include a new “MaineCare Partner Portal” that will replace what is known today as the “Health PAS Online Portal.” Please note that, until the October go-live, we will continue using the name “Health PAS Online Portal” in communications related to current functionality.

Trading Partners Preparation

This message is part of a series about changes to how trading partners will access the new portal and what you can do to prepare for these changes.

Trading partners include providers, billing agents, health plans, clearinghouses, and business associates. Trading partners have an important role to play in supporting a smooth transition and uninterrupted access to the portal after go-live.

Portal Access Impacts and Required Actions Before Go‑Live

The preparation activities and changes below will improve system security by ensuring the right people have the right access, at go-live and ongoing.

Most actions are only for Admin (R7) users. However, all users should watch for messages announcing training dates later in Summer 2026.

At go-live, MaineCare will only migrate Admin (R7) accounts to the new portal.

 

MaineCare will not migrate inactive accounts.

Designate at least one active Admin (R7) per organization, and two for backup coverage.

 

Trading Partners with large user populations should plan for sufficient Admin (R7) coverage to avoid access delays after go-live; we recommend one Admin (R7) per 25 users.

 

Remove inactive Admin (R7) accounts.

After go-live, Admin (R7) users will need to re-invite all other active users. More Admin (R7) users mean less re-invitation work for each user.

 

Trading Partners have an existing and ongoing responsibility to remove inactive users to help keep our systems and data secure.

 

We will monitor the number and activity of Admin (R7) users per Trading Partner and will reach out to individual Trading Partners if needed.

In the new portal, your username will be your email address.

 

MaineCare will not migrate accounts that share an email address.

Confirm that each active Admin (R7) user account has its own unique email address.

After go-live, Admin (R7) users will need immediate access to the portal to invite other users and avoid disruption in Trading Partner work.

We will monitor accounts that share email addresses and will reach out to individual Trading Partners if needed.

Admin (R7) users will invite other users to the portal and designate their roles after go-live.

 

Admin (R7) will be able to choose from ~40 permissions, compared to 9 today.

Prepare to invite users after go-live:

  • Know who needs a user account in the new portal
  • Know the permission level each user will need to have

 

Admin (R7) users will need to invite other users shortly after go-live to avoid a disruption in Trading Partner work.
