What is Maine doing to implement Family First?

Maine began planning for the Family First Prevention Services Act (FFPSA) in 2019 after an approved delay of implementation by the Administration for Children and Families (ACF).  Through the planning process, OCFS engaged statewide stakeholders and communities and gathered ongoing feedback to improve Maine's policy and practice to improve support to children and families. Stakeholder workgroups assisted OCFS in the development and implementation of the FFSPA State Prevention Plan that was submitted to ACF on February 1, 2021. Maine received federal approval of this State Prevention Plan on September 13, 2021, and a copy of this plan can be found in the list of resources at the bottom of this page. Stakeholder workgroups assisting with developing the state plan includes: Qualified Residential Treatment Program (QRTP), Candidacy, Evidenced Based Practice, and Workforce and Training. Planning stakeholder groups, with the exception of QRTP, have concluded their work, and a FFPSA Implementation Stakeholder Group has been created to provide an opportunity for ongoing stakeholder feedback during the continued planning and implementation processes.
