Stewardship Program for Packaging Stewardship Organization

The State of Maine is seeking proposals for a stewardship organization (SO) to operate the Stewardship Program for Packaging (Program) for a maximum 10-year period. This RFP provides details for how the SO will establish and operate the Stewardship Program for Packaging pursuant to 38 M.R.S. 2146 and 06-096 C.M.R. ch. 428, with the goals of reducing the burden to municipalities of managing packaging waste and improving the design and management of packaging material.

Proposals must be submitted to the Office of State Procurement Services, via Vendor Self Service (VSS). Proposal submissions must be received no later than 11:59 p.m., local time, on August 3, 2026. Proposals will be opened the following business day.
