Vendor Self-Service System (VSS)
What is Vendor Self-Service?
The Vendor Self-Service System (VSS) web portal provides vendors with a single-entry point to register, identify the commodities/services that their company provides, look for business opportunities, and respond to solicitations.
Registered vendors can receive email notifications for new bid opportunities (including RFQs, RFPs, RFAs, RFIs, and PQVLs), cancelled solicitations, amendments, and notifications of award.
Vendors will also be able to view commodity history, ask questions on open solicitations, and browse recently closed or awarded solicitations.

Once registered, vendors will obtain a User ID and password to log into Vendor Self-Service. Once logged in, vendors can search for solicitations, and respond to them, and update contact information, address information, or add commodity codes to their profile using the "Account Maintenance" feature.

Questions related to a specific solicitation must be submitted through the Question and Answer link on the Solicitation Details View page. Answers to submitted questions will show on that page or may be available as an attachment to the solicitation, depending on the solicitation type.

NOTE TO NON-BIDDING VENDORS: Vendor Self Service is for organizations registering and bidding on State of Maine business opportunities.
Entities who need to receive a payment from the State of Maine, but are not bidding on a current business opportunity, should click on the following link to “Forms” on the website of the Office of the State Controller: https://www.maine.gov/osc/forms. From there, refer to the “Vendor” category of forms, and click on "Form Instructions" or “PDF” under item #1, “Vendor Activation/Change (aka State of Maine Substitute W-9)”. The State of Maine department who is issuing the payment can assist with this type of registration.
