Attention Providers of Section 31 Federally Qualified Health Centers (FQHC): Rebasing Stakeholder Informational Session Presented Materials

As previously shared in our September 27, 2022 bulletin, the Department initiated a rate determination process for Section 31, Federally Qualified Health Centers, (FQHCs).     

The Department and its vendor have been collaborating with interested stakeholders to perform a rebasing of rates for FQHCs pursuant to P.L. 2021 Ch. 639 and Ch. 747. On October 17, 2022, the Department, with its vendor, held a kickoff meeting with interested stakeholders to review the plan and timeline for the rebasing process.  

On January 18, 2023, the Department held an informational meeting to review an updated timeline, discuss supplemental cost reports, and present a conceptual model for revisions to the Change in Scope process, which will be implemented in a future rulemaking in accordance with P.L. 2021 Ch. 747. The presented materials and meeting recording for the January 18, 2023, meeting were posted last month.  

On February 1, 2023, the Department and its vendor held a second informational session for stakeholders to present an updated timeline. Additionally, the Department presented a review of State Plan Amendment (SPA) considerations, a high-level review of data received to date, and next steps.  The presented materials and meeting recording for the February 1, 2023 meeting have been posted today. The Department will send notice prior to the public presentation of rates with a meeting time/date as well as information regarding the public comment period pursuant to Chapter 639

As a reminder, the Department requests that comments on the Change in Scope model be submitted by February 15, 2023, to Catherine.Coolidge@maine.gov.
