Maine Transmission Infrastructure Study

The Maine Department of Energy Resources (DOER) is conducting a transmission study and convening the named stakeholder group pursuant to Resolves 2025, Ch. 57 Resolution "Directing the Governor's Energy Office to Conduct a Study Regarding the Future of Electric Transmission Infrastructure in the State".  

Requests for Proposals

DOER has issued two Requests for Proposals (RFPs) for consulting support: one focused on stakeholder engagement and facilitation, and the other on technical analysis. Responses were due October 20, 2025 (stakeholder engagement) and November 4, 2025 (technical consulting).

March 27, 2026: Stakeholder Meeting #3

The meeting covered existing processes and procedures for the siting and permitting of transmission infrastructure, including opportunities for public engagement. It also explored best practices in transmission planning, siting, permitting, and community engagement. December 11, 2025: Stakeholder Meeting #2

The meeting included a brief summary of the first stakeholder meeting and detailed information on the consultant's planned scope of work for developing a Maine Transmission Strategy. Stakeholder group members also had an opportunity to provide comments and ask questions. July 29, 2025: Stakeholder Meeting #1

The meeting included a description of the study scope, anticipated timeline for completion, and comments from the stakeholder group. More information about the meeting, including the agenda and slides, is available in the DOER meeting archive.

DOER will hold additional stakeholder group meetings throughout the course of the study to continue to solicit information and comments. The anticipated completion date for the study is Fall 2026.   

Gathering input from a variety of stakeholders is an important component of the study. The stakeholder group convened includes a range of key perspectives.
