Geothermal Power Plant Study

The Maine Department of Energy Resources (DOER, formerly the Governor’s Energy Office) is conducting a study to investigate the potential for geothermal power to support state goals, pursuant to Resolves 2025, Ch. 39 "Resolve, to Direct the Governor's Energy Office to Study Expanding the Use of Hydroelectric Power and the Development of a Geothermal Power Plant in the State”. 

The purpose of this study is to evaluate the potential for the development of a geothermal power plant based on geographic, technical and economic factors. To satisfy the requirement of the Resolve, the DOER must:  

  1. Consult with persons with expertise in the geologic engineering field regarding the feasibility of establishing a geothermal power plant in the State. If the office concludes that a geothermal power plant could be developed in the State in a cost-effective way, the office shall develop recommendations for its development; and  
  2. Assess the potential for developing district geothermal systems:  
    • On brownfield sites in the State; and  
    • At state-owned facilities or on state-owned properties. 

DOER anticipates conducting stakeholder engagement associated with this study in 2026.
