Dan Burgess was appointed Acting Commissioner of the Maine Department of Energy Resources in 2025. Prior to his appointment, he served as Director of the Governor's Energy Office since 2019. As Acting Commissioner, Dan advises the Governor, leads the state’s energy department, represents Maine in regional and national forums, and serves on the boards of the Efficiency Maine Trust, the Regional Greenhouse Gas Initiative, and the National Association of State Energy Officials. Raised in Newport, Dan returned to Maine to build upon eight years of leadership experience in energy policy and program development. Previously, Dan served as Deputy Commissioner and Chief of Staff at the Massachusetts Department of Energy Resources and prior to that as Acting Commissioner. Dan has also served as Legislative Director for Energy at the Massachusetts Executive Office of Energy and Environmental Affairs and spent time in the private sector. Dan holds a Bachelor of Science in Business Administration from the University of Maine and a Master of Public Administration from Northeastern University.

Celina Cunningham was appointed Deputy Commissioner of the Maine Department of Energy Resources in 2025. Prior to her appointment, she served as Deputy Director for the Governor's Energy Office. As Deputy Commissioner, Celina advises the Governor and state leaders on energy policies and programs and leads the policy and markets team. She brings extensive experience in energy, climate, and natural resource management in the public and private sectors. Previously, Celina served as Vice President and Chief of Staff for the Solar Energy Industries Association in Washington, D.C. Before that, she served as a Senior Advisor at the U.S. Department of the Interior and as a Legislative Director for a member of the U.S. House of Representatives, in Washington, D.C. Celina holds a Bachelor of Arts from the Colorado College and a Master of Business Administration from the University of Maine.
