Clean Energy Partnership Workforce Development Grant Program
The Clean Energy Partnership, an initiative of the Maine Governor’s Energy Office, is now seeking applications for clean energy and energy efficiency workforce development and training programs through a Request for Applications (RFA). This RFA makes $2,000,000 in Federal funds available to support Governor Mills’ goal of reaching 30,000 clean energy jobs in Maine by 2030. Qualified entities are encouraged to submit applications to provide clean energy and energy efficiency job training, job placement services, stipends, equipment, and curriculum to Maine residents 16 years and older. Programs supported by this RFA will help fulfill one or more of the following objectives: 1) enhance the pipeline of skilled workers entering the clean energy sector, 2) develop strong partnerships between clean energy businesses and the workforce development system and 3) increase understanding and awareness of the breadth of good jobs in the clean energy sector. This RFA, valued at $2,000,000 is supported by the Employment and Training Administration of the U.S. Department of Labor as part of an award amounting to 100% of $2,750,000 financed from federal funds, with 0% of $2,750,000 financed from state, local and/or non-governmental funds. Grid Resilience Grant Program
The Governor's Energy Office is seeking proposals that increase the resilience of the electrical grid, decrease the frequency and duration of electrical grid outages, and advance grid modernization and deployment of clean energy resources while expanding existing and/or creating clean energy workforce opportunities for Maine people. Eligible entities include electric utilities, electricity generators, storage operators, and others. The request for applications (RFA) to the program is available to view here (search for RFA # 202312239). There will be an informational meeting on the program on February 28, 2024 and proposals are due March 28, 2024. More information about the Grid Resilience Grant Program is available on this page. New Opportunity for Maine Communities
The Maine Governor's Energy Office (GEO) and Maine Department of Economic and Community Development have established the Maine Community Energy Redevelopment Program (MECERP), a program designed to foster economic development across Maine by unlocking community energy assets to create family-sustaining jobs while reducing carbon emissions, in line with State economic development and energy priorities. The program will provide communities with high-quality technical support, including stakeholder engagement, for projects that bring together partners in the community, have a high likelihood of qualifying for state and federal funding, and leverage underutilized or legacy electricity infrastructure. Please note that this program seeks to support proposals* for new development or infrastructure deployment where underutilized electricity infrastructure exists (i.e. available electrical capacity on transmission or distribution lines), but will not fund project construction or development.
The following are examples of potential projects which may be considered:

Redevelopment or adaptive reuse of unused or vacant industrial sites, including brownfield sites;

Development projects across multiple sites that are close to each other or along a commercial corridor; and

Already in-progress, but stalled, economic development projects with a nexus to underutilized electricity infrastructure.
Communities in Maine with eligible projects or sites are encouraged to apply for the program by filling out this online survey. The survey will be open until March 29, 2024. For more details including eligibility and other criteria, please visit the GEO website.
* All projects selected through this program must comply with required state and federal permitting processes. The State’s role in this program is to provide technical assistance to assist communities to develop potential projects and identify potential funding sources.
