Board Policies and Practices


The Board of Licensure of Water System Operators was created by Maine Statute Chapter 22 Chapter 601 Subchapter 3. Rules developed to carry out this sub-chapter are Rules Relating to the Licensure of Water System Operators (PDF) and include the classification of water systems determined by treatment and distribution qualities, establishes licensing requirements and procedures for initial licenses and biennial renewals. The Rules also establish the fees and operator discipline process.

Board Policies and Practices

The following policies and practices have been established by the Board to ensure consistency in operations.

Board Code of Ethics
The Code of Ethics (PDF) was developed in March of 2007 to guide the Board.

Operator Code of Ethics
The Board adopted the Professional Code of Ethics (PDF) that was developed by New England Water Works Operator Certification Committee. These are the principles that guide licensed operators in the performance of their duties. Download your ready-to-frame copy (PDF).

Complaints Against an Operator
Operators are responsible for the quality and quantity of drinking water. Their practices ensure the safety and availability of water.

Before initiating a complaint against a licenser operator, please refer to the Procedure for Filing a Complaint (PDF).

Complaints must be submitted for Board review using this form (PDF). Other guidance, policies and procedures may be found throughout the website under appropriate topics.
