The Department of Administrative and Financial Services (DAFS) has made significant progress in implementing the Marijuana Legalization Act. 

Since March 22, 2019, OMP has been engaged in rulemaking work with Cannabis Public Policy Consulting (formerly Freedman & Koski in partnership with Advocates for Human Potential). In April 2019, OMP announced that it had partnered with BOTEC Analysis of Los Angeles to provide an additional layer of review to the internal rulemaking process.

There are various aspects of the rulemaking process that OMP undertakes. Some of these are formal and required by the Maine Administrative Procedures Act, while others are informal and used to gather input to further inform the work of OMP.
