Overview
Maine’s Model of Reentry 2030 builds on the national Reentry 2030 framework to set bold, measurable goals that enhance public safety, expand economic opportunity, and ensure every person leaving incarceration has a fair chance to succeed.
Rooted in Maine’s longstanding commitment to human-centered practices, this initiative brings together corrections, workforce development, education, housing, health care, and community partners under a shared vision—with clear outcomes and accountability.
By 2030, Maine will implement a fully integrated “reentry from day one” model. This approach begins at intake and continues through post-release supervision, ensuring every individual leaves custody with:
- Stable housing
- Valid identification
- Access to health care
- A pathway to quality employment
- Ongoing support during community reintegration
Maine’s Reentry 2030 Goals
Reentry at Intake (100% Participation)
Every individual will begin reentry planning immediately:
- Complete comprehensive intake assessments within 30 days
- Receive a unified education-to-career case plan
- Be paired with both an in-facility Resident Peer Navigator and a community-based Peer Reentry Navigator
Employment & Workforce Development
Preparing individuals for meaningful employment is central to success:
- 100% leave incarceration with a resume
- 40% participate in a job interview prior to release
- 50% earn a credential of value
- 100% have access to skilled trades training
- 50% increase in fair chance employer partnerships
Efforts also include expanding remote work opportunities, industry sector partnerships, apprenticeships, release-to-hire pathways
Housing Stability
Safe, stable housing is a foundation for successful reentry:
- Zero releases to homelessness
- 85% released to stable housing, including permanent housing, transitional or recovery housing, reunified family homes
Health & Vital Documents
Ensuring continuity of care and access to essential documents:
- 100% leave custody with state IDs and vital records
- 100% of eligible individuals enrolled in Medicaid 90 days prior to release
- 100% have access to mental health and substance use treatment
- 50% reduction in non-urgent hospital and emergency service use
Education & Credentials
Expanding access to education and career pathways:
- 70% increase in credential attainment (HiSET, workforce certificates, degrees)
- Every individual earns at least one stackable credential aligned with workforce demand
- Expanded access to literacy and digital skills training, disability supports, 2+2 postsecondary education pathways
Juvenile Justice Advancement
Supporting youth with prevention and opportunity:
- Expanded workforce training and certified apprenticeships
- Stronger diversion and prevention partnerships
- Clear pathways from education to employment
Governance & Accountability
Maine will strengthen cross-system collaboration to guide Reentry 2030 implementation, align with related initiatives like Fair Chance to Advance, and track progress through quarterly public dashboards.
