Description

This is professional services work of a supervisory nature in directing and overseeing a section of the Maine State Library or providing consulting services to libraries in a region of the State. Responsibilities include performing administrative duties such as supervising staff, preparing work plans, preparing and monitoring budgets, preparing reports, and providing technical librarian assistance. Consulting librarian responsibilities include coordinating services among all types of libraries, providing technical assistance, and assisting in planning for resource library services. Work is performed under limited supervision.

Representative Tasks:

(A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned). - Plans, organizes, assigns, and directs the work activities of subordinate staff in order to facilitate attainment of unit goals and ensure consistent application of unit and/or technical policies, procedures, and guidelines. - Confers with and counsels subordinate staff in order to exchange information on policies, procedures, and guidelines, identify problems, and formulate possible solutions. - Coordinates unit activities with other library elements in order to ensure effective and efficient operations. - Evaluates services provided in order to ensure services meet established standards. - Writes reports in order to provide information and document unit activities. - Catalogs rare materials and special collections in order to ensure proper classification. - Consults with professional librarians, school officials, etc. in order to provide technical assistance and advice. - Recommends, coordinates, and administers long range plans and policies in order to provide updated and improved library services. - Writes news releases and correspondence and encourages library use in order to publicize library services to members, the public, and media.

Knowledges, Skills, and Abilities Required:

  • Knowledge of professional library principles, methods, materials, and practices.
  • Knowledge of reader interest levels.
  • Knowledge of books and authors.
  • Knowledge of Maine State Library policies and procedures.
  • Ability to direct and oversee the work of a moderate size staff.
  • Ability to explain library policies, objectives, and facilities to community groups, public officials, and the public.
  • Ability to communicate effectively orally and in writing.
  • Ability to plan and develop policies, procedures, goals, and objectives.

Minimum Qualifications:

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

Two (2) years experience in professional library work including experience in the field of specialization, and a Masters Degree in Library Science -OR- an acceptable combination of civilian or military training and experience.

Licensing/Registration/Certification Requirements: (These must be met by all employees prior to attaining permanent status in this class).
