Candidate's Guide to Ballot Access
The Candidate’s Guide to Ballot Access is provided to candidates and campaigns with information about elections overseen by the Secretary of State. Topics covered include Becoming a Candidate; The Petition Process; Write-in Candidates; Restricted Activity; Placement of Political Signs; Voter Registration; and Absentee Voting. Candidates are encouraged to read the guide before running for office, and to reference it as campaigns progress through the year.

Candidate Petition Forms
Candidate petitions are available for download and print at the links below, or in physical form from the Division of Elections. Physical petitions may be picked up by candidates or by another person on behalf of the candidate, or they can be mailed. Candidates requesting pre-filled forms should contact the Elections Division.
Downloaded petitions have been formatted to print on 8.5 x 14 inch (legal size) paper.
Petitions must be printed double-sided on 8.5 x 14 inch (legal size) paper so that:
- The Secretary of State can confirm that all signers were able to see the candidate information on the front side before signing
- The text is large enough for voters to read easily
- The petition lines are large enough for voters to keep their information on one line
Candidates should ensure they have downloaded the correct petition before collecting signatures.

Candidate’s Consent and Certification of Enrollment/Unenrollment Forms
The candidate’s consent and certification of enrollment/unenrollment forms are separate from the candidate petitions. Forms are customized for each office to ensure candidates meet the qualifications in law for that specific office. Candidates should ensure they have filled out the correct form before returning it to the Elections Division.

The Secretary of State’s Division of Elections is located in the Burton M. Cross State Office Building (4th floor, 111 Sewall Street, Augusta, ME 04330) and is open Mondays through Fridays, 8 a.m. to 5 p.m., state and federal holidays excepted, and is available by phone at 207-624-7736.
