Notice of Public Comment Period - April 13, 2021 - May 13, 2021
This November, the referendum ballot will include a Direct Initiative of Legislation (i.e. Citizen Initiative). Under Maine's Constitution, the Secretary of State is responsible for preparing the ballots for direct initiatives ?in such form as to present the question or questions concisely and intelligibly.? Below is the Secretary of State's proposed ballot question for the initiative that will appear on the November 2, 2021 ballot.
Maine law, Title 21-A §905-A, requires that the Secretary of State provide a 30-day public comment period for the purpose of receiving comments on the content and form of proposed questions to be placed on the ballot for any pending initiatives.
Public comments must be received by the Secretary of State prior to the close of business (5:00 p.m.) on May 13, 2021.
Written comments may be filed with the Secretary of State utilizing one of the following methods:

Title:? An Act To Require Legislative Approval of Certain Transmission Lines, Require Legislative Approval of Certain Transmission Lines and Facilities and Other Projects on Public Reserved Lands and Prohibit the Construction of Certain Transmission Lines in the Upper Kennebec Region
Do you want to ban the construction of high-impact electric transmission lines in the Upper Kennebec Region and to require the Legislature to vote on other such projects in Maine retroactive to 2014, with a two-thirds vote required if a project uses public lands?
