1998 Peat System Assessment (PDF)

Between March and August of 1998, the Division conducted a field study of peat systems, in response to a number of complaints regarding premature failures. The results of this study are contained in this document.

DHE/MDEP Memorandum of Agreement for Engineered Systems

Under Public Law 1995, Chapter 704, Sec. A-26 the Department of Environmental Protection and the Department of Human Services entered into this memorandum of agreement under which the DEP shall provide to the DHE reviews of potential water quality impacts from large subsurface wastewater disposal systems.

This document provides an overview of how and why septic system leach fields work the way they do.

Enforcement Manual (PDF)

The Enforcement Manual has been expressly written to assist the Local Plumbing Inspector (LPI) with enforcement of the Maine State Plumbing Code, Subsurface Wastewater Disposal Rules and related statutes.

Guidance Manual, supplement to the Subsurface Wastewater Disposal Rules (PDF)

The Guidance Manual is a supplement to the Maine State Plumbing Code, Subsurface Wastewater Disposal Rules, CMR 241 (Rules) for the purpose of providing interpretations of certain Sections of the Rules, providing suggested methods for preparing applications for onsite sewage disposal systems, and for implementing various aspects of the Rules including the design of systems and their components. It also contains copies of the Division's forms, and a list of approved products.

Numerical System for Site Evaluations 

This is a paper that was prepared several years ago, which explains the rationale behind the Program's adoption of a score based assessment of variances for undeveloped properties.

Prior Codes Requirements

This is a compliation of the evaluation and system sizing criteria from major revisions of the Subsurface Wastewater Disposal Rules, to aid in determining what was allowed at any given time.

Site Evaluation Manual

This material is presented as a guide for individuals interested in Site Evaluation. The interested person should seek training and education in basic soils, classification, morphology, and subsurface wastewater disposal system design. This manual should also be of interest to planning boards, local plumbing inspectors, contractors, real estate brokers and others concerned with on-site subsurface wastewater disposal in Maine.

Terra Lift Conditional Approval

This is a copy of the conditional approval letter for the Terra Lift system, detailing the specific conditions under which the device is allowed for use in Maine.

Wastewater Mounding Impact Guide

This document provides a simple screening method for determining whether a site-specific modeling of waste water mounding is required. These requirements apply only to systems with design flows of 2,000 gpd or greater.
