Chapter 1: Introduction to WIN-202

The WIN-202 System is a data processing system developed under a federal-state cooperative program with the U.S. Bureau of Labor Statistics (BLS) for states to produce the Enhanced Quarterly Unemployment Insurance (EQUI) deliverable file for BLS. The system is designed to run on a local area network (LAN) and creates the EQUI deliverable file using information from the following sources:

  1. Extracts from the User State’s Unemployment Insurance Tax file
  2. Multiple Worksite Reports (MWR)
  3. Annual Refiling Survey (ARS)
  4. Missing employment notice
  5. EDI Center (large multi-establishment data)
  6. Touch-tone data entry refiling surveys (TDE)
  7. Estimations from the WIN-202 System

The WIN-202 system holds all the data needed to produce your deliverables; performs all edits needed to identify potential problems with the data and estimates missing or delinquent data. Accessing data stored in the system is easy. The WIN-202 system may be used in a "paperless" office environment, yet it also offers analysts the ability to print reports on demand.

This manual is designed to be a reference to the WIN-202 System. It covers all screens that are part of the system. This manual is not intended to replace the BLS 202 Procedures Manual.
