Recognizing the evolving needs of Maine communities and libraries, the Maine Library Commission is committed to the development and regular review of standards pertaining to the operation of public libraries in Maine.

The most recent version of the Maine public library standards was created collaboratively by a Maine Library Association (MLA) committee with representation from libraries of all sizes and regions. The policy was adopted by the Maine Library Commission in 2019.
This version of the standards includes both required and aspirational levels of operation. Libraries must meet all required elements of the to meet the minimum eligibility.
Starting with the 2019 annual report libraries are required to validate and reaffirm that they meet the definition as described in the current standards.
Background on Maine's Public Library Standards
Maine law (MRSA Title 27, Chapter 4) establishes the the Maine Library Commission (MLC) as the governing body of the Maine State Library (MSL) with authority to establish policies and minimum standards for the state’s library program. These standards help ensure that libraries across Maine provide consistent, high-quality service to the public.
Maine's standards are grounded in the Federal-State Cooperative System (FSCS) definition of a public library, which includes the following minimum requirements:
- An organized collection of printed or other library materials;
- Paid staff;
- A schedule of open hours during which staff are available to the public;
- Facilities adequate to support the collection, staff, and schedule; and
- Support from public funds (in whole or in part).
In 2012, the Maine Library Commission expanded on this federal definition to establish specific eligibility criteria for recognition as a public library in Maine. Meeting these criteria is essential for libraries seeking access to support — including federal Library Services and Technology Act (LSTA) funding.
