Major Contributors to Ballot Question Committees (BQCs)

A person other than an individual, political action committee, or ballot question committee that contributes more than $100,000 to a BQC for the purpose of initiating or influencing a campaign for a people’s veto referendum or citizen’s initiative is a “major contributor” under Maine Election Law. The recipient ballot question committee must provide notice to the Major Contributor, and the Major Contributor must file a report with the Commission. The Commission has prepared more guidance concerning this requirement in a FAQ.  

2026 Major Contributor Notice and Report Forms

Until the new campaign finance e-filing site is launched,  a recipient ballot question committee should use the Notice form below to send a Notice to a Major Contributor and the Major Contributor should complete the Report form below.  A copy of the Notice sent to a Major Contributor and the completed Report filed by a Major Contributor should be e-mailed to ethics@Maine.gov. Completed Reports will be posted below. Soon after the launch of the new campaign finance e-filing site, Major Contributor Notices and Reports will be filed through the site.
