1. Ratification of the Minutes of the January 28 and February 10, 2026 Meetings


2. Request for Investigation – Maine Democratic Party
Alex Titcomb filed a request to investigate the Maine Democratic Party’s campaign finance reporting of its 2025 financial activities to oppose Question 1. The party responds that it properly included that transactional information in the regular campaign finance reports it filed as a party committee. At the Commission’s January 28, 2026 meeting, the Commission requested a legal memo from its counsel and directed staff to begin an investigation.


3. Request for Investigation – State Senator James Libby’s Campaign for Governor
The Ethics Commission received a complaint concerning State Senator Jim Libby, who is running for the Republican nomination for Governor and is seeking to qualify for Maine Clean Election Act funding. A consultant working for Sen. Libby attempted to hire a campaign worker to collect qualifying contributions for Sen. Libby by offering to compensate him directly. Had this occurred, this could have violated the requirements of the program because all services received by Sen. Libby during the qualifying period must be paid for with seed money contributions he has collected. The campaign worker did not accept the job. Sen. Libby is conducting his own internal investigation to verify that no campaign workers have been compensated outside of program requirements. He has submitted signed statements from seven people collecting qualifying contributions who confirm they have been volunteering their time.
