Personal Financial Statements

By February 15 of each year, Legislators must file with the Commission a statement of sources of income for income received in the preceding calendar year. If February 15 falls on a weekend or holiday, the statement is due on the next business day.

Income and Business Interests

The Legislator must disclose the source of:

  • compensation of $2,000 or more received through employment by another;
  • income of $2,000 or more derived from self-employment or law practice;
  • income of $2,000 or more received from any other sources (e.g., interest, dividends, capital gains, pensions, rent, etc.);
  • income of $2,000 or more received by a spouse, domestic partner, or dependent child; and
  • compensation received by the Legislator, spouse, domestic partner, or dependent child for representing another person before a state agency.

The Legislator must also disclose any corporation, partnership, limited liability company, or other business that has received revenue of $2,000 or more and in which the Legislator or immediate family members own or control more than 5% of the outstanding equity.

Gifts and Honoria

The Legislator must disclose the source of:

  • gifts, including travel and accommodations, with a value greater than $300 and
  • honoria of $2,000 or more that the Legislator accepted.

Transactions with State Agencies

The Legislator must disclose:

  • each executive branch agency before which the Legislator or an immediate family member represented or assisted others for compensation; and
  • each State agency, board, or commission to which the Legislator, immediate family member, or associated organization has sold, rented, or leased goods or services with a value of $10,000 or more.

Liabilities

The Legislator must disclose any unsecured loan of $3,000 or more received from a person who is not a relative.

Positions and Interests

The Legislator must disclose:

  • each political party committee, political action committee, and ballot question committee for the Legislator or immediate family member is a treasurer, principal officer, or fundraiser or decision maker; and
  • each for-profit or non-profit corporation, organization, firm, association, limited liability company, partnership, or other business in which the Legislator or immediate family member holds any office, trusteeship, directorship, or position of any nature, whether compensated or uncompensated.

Requirement to File an Updated Statement

Legislators are required to update their statement of sources of income and interests within 30 days of a substantial change in income, reportable liabilities or positions of the Legislator or spouse or domestic partner that occurs in the current calendar year.  Substantial changes include but are not limited to:

  • a new employer or other source of income that has paid the Legislator or immediate family member $2,000 or more in the current year;
  • a new reportable liability of $3,000 or more obtained during the current calendar year;
  • a new position in a non-profit or for profit organization; and
  • other substantial changed in the information required to be reported in the statement of sources of income.

For example, if a Legislator changes jobs in the summer of 2019 and receives her first salary payment of $2,500 on July 1, 2019, she would be required to file an updated statement no later than July 31, 2019.
