The Division of Juvenile Services is committed to the result that all Maine youth successfully transition into adulthood. The Juvenile Division’s contribution to this result is to ensure that all justice-involved youth experience a fair, equitable, and responsive juvenile justice system that provides them with positive outcomes.

There are three (3) main regional offices where Juvenile Community Corrections Officers (JCCOs) serve as the correctional case managers for juveniles who are under the supervision of the Division, regardless of their status with the legal system.
Region 1
Cumberland and York Counties
Region 2
Androscoggin, Franklin, Kennebec, Knox, Lincoln, Oxford, and Sagadahoc Counties
Region 3
Aroostook, Hancock, Penobscot, Piscataquis, Somerset, Waldo, and Washington Counties
Regional offices, including numerous sub-offices, receive referrals from law enforcement officers, at which point the JCCOs must, based on specified criteria, screen for possible diversion, case manage youth placed on probation or on aftercare status from one of the facilities, and/or determine detention decisions. Juvenile Community Corrections is also responsible for the administration of the Interstate Compact for Juveniles.
Interstate Compact for Juveniles
The Interstate Compact for Juveniles (ICJ) is the only legal means to transfer a juvenile’s supervision from one state to another and to return runaways. A Commissioner in each member state administers the Compact and collectively forms the Interstate Commission for Juveniles.
The Interstate Compact for Juveniles rules are backed by Federal Law and fall within the Maine Statutes under Title 34-A, Chapter 9, Sub-Chapter 7:
