The Division of Building Codes and Standards (DBCS) manages the training and certification of Municipal Code Enforcement Officers (CEOs), Local Plumbing Inspectors (LPIs) and Third-Party Inspectors (TPIs). LPIs ensure that municipalities and their residents comply with state plumbing and wastewater requirements while CEOs are responsible for enforcing state laws governing shoreland zoning, land-use regulations and the Maine Uniform Building and Energy Code (MUBEC). The MUBEC is created and maintained by the Technical Building Codes and Standards Board, for which DBCS provides technical support. In addition to supporting the Board, DBCS provides technical assistance to other state agencies, municipal organizations, and the public.
