The Manufactured Housing Program (MHP) regulates manufactured housing to ensure it is safe from hazardous defects, provides uniform performance standards for construction and installation of manufactured housing, and enforces a safe and sanitary environment for residents of manufactured housing communities.
MHP was created from the Manufactured Housing Board in the Department of Professional and Financial Regulation (DPFR). MHP joined MOCA in July 2026.
MHP’s primary responsibilities include:
- Examining and licensing qualified applicants for professions related to manufactured housing installation, construction, dealing, and development
- Enforcing rules defining the qualifications and professional standards of manufacturers, dealers, and installers of manufactured housing
- Investigating complaints against its licensees
- Disciplining noncompliance with its statutes and rules
- Providing resources to residents of manufactured housing communities

Upcoming Public Meetings
As directed by LD 364, MOCA is hosting public webinars and in-person meetings to gather feedback and discuss potential legislative proposals for the Manufactured Housing Act.
Upcoming public meetings include:
- Manufactured Housing Community Owners’ Rights and Responsibilities – IN PERSON (Curtis Memorial Library, Brunswick) w/ virtual option – Wednesday, Oct. 14, 9-10:30 a.m. – REGISTER FOR IN-PERSON / REGISTER FOR VIRTUAL OPTION.
- Manufactured Housing Community Residents’ Rights and Responsibilities – WEBINAR w/in person option - Wednesday, Oct. 14, 5:30-7 p.m. – REGISTER.
- Role of Local Code Enforcement in Manufactured Housing and MHCs – Wednesday, Oct. 28, noon-1 p.m. with in-person option for attendees of Maine Building Officials and Inspectors Association (MBOIA) training in Augusta – REGISTER.
- Building Codes and Manufactured Housing Study – WEBINAR – Monday, Nov. 2, 9-10:30 a.m. – REGISTER.
Additional meetings may be scheduled to revisit topics in greater detail. Interested parties can sign up for email updates.
In addition to the feedback from the public, MOCA will work with state agency partners, industry representatives, municipal officials, residents, manufactured housing community owners, installers, manufacturers, and other interested parties. MOCA will consider the public and stakeholder feedback alongside the final deliverables from the Building Codes and Manufactured Housing Study being conducted by the International Code Council (ICC) to develop a proposed re-structuring of the Manufactured Housing Act and any associated statutory or rule changes.
Recommendations will be submitted to the Legislature by January 1, 2027.
