The state of Maine requires licenses for manufactured housing community owners. These are the single owners of a parcel or adjoining parcel of land that has been planned and improved for the placement of three or more manufactured homes but does not include a construction camp.
Manufactured Housing Community Licenses are renewed annually March 31.
All license applications and renewals are conducted through the Regulatory Licensing and Permitting Portal. Licenses are delivered digitally via email only.
Apply or Renew License
- New Ownership Application Materials
- Appropriate license fee for New Ownership: $50 plus $5/per site, and Credit Card Authorization form (PDF), if authorizing payment of license fee(s)
- If applicant is not an individual, certificate of good standing from the Secretary of State where the applicant is registered. More information about getting a letter of good standing in Maine can be found on the Secretary of State Corporations-Business Services webpage
- If the applicant is a foreign entity, documentation of registration with the Maine Secretary of State Corporations-Business Services. Contact by telephone at (207) 624-7752 for existing entities, and at (207) 624-7740 for new entities
- New Community/Community Expansion Application Materials
- Planning and design documents.
- Water testing, which requires:
- For communities with 10 or less sites, contact the State of Maine Health & Environmental Test Laboratory at 1-866-522-4385 or go to the Drinking Water Program website for further information regarding other laboratories certified for water testing
- For communities with more than 10 sites, fill out Community Public Water System application for the DHHS
- Wastewater Disposal, including one of the following relating to wastewater disposal:
- An approval letter from a public sewage utility that will be handling the wastewater disposal for the manufactured housing community; or
- Approval of a subsurface wastewater disposal design for the manufactured housing community by the Maine Center for Disease Control and Prevention.
- Appropriate license fee (New Communities: $50 plus $5/per site; Community Expansion: $5/per new site) and completed Credit Card Authorization form (PDF)

- Renewal Materials
Annual renewal fees are based on the number of sites in the manufactured housing community, which is $50 plus $5/site, and a completed Credit Card Authorization form (PDF) when applicable.
A late fee of $50 is assessed for licenses renewed after the March 31 license expiration date.
A person, firm or corporation who submits an application for renewal more than 90 days after the March 31 license expiration date is subject to all requirements governing new applicants and is required to reapply with original license application, documentation and fees.
MHP must verify that you have met all the conditions for renewal before your license is renewed. Online submission of your renewal application should not be construed as automatic renewal of your license.
Note for applicants: If there is a transfer of ownership or any changes to the renewal, the changes must be made on a new application.
