In 2024 The Board of Licensure in Medicine and the Board of Osteopathic Licensure discussed the feasibility of combining into a single Board that licenses and regulates physicians and physician associates. In conducting the study, the Boards ensured that their primary purpose of protecting the public was the most paramount factor.

Pursuant to a letter from the Committee On Health Coverage, Insurance and Financial Services the workgroup made up of members of both boards were required to submit a report to the committee no later than January 15, 2026.

The Board of Licensure in Medicine and the Board of Osteopathic Licensure submitted the Report to the Legislature on January 13, 2026.

As a result, LD 2233, An Act to Combine the Board of Licensure in Medicine and Board of Osteopathic Licensure into a Single Licensing Board for All Physicians and Physician Associates, was introduced on March 12, 2026 and signed into law on April 16, 2026.  The full bill can be found by entering the bill number on the Maine Legislature's webpage, https://legislature.maine.gov/.

The legislation creates a new licensing board, the Board of Medicine, on January 1, 2027. Members of both boards have continued meeting monthly to facilitate the transition. Meeting notes and materials can be found on this page.

As part of the process, the workgroup has reviewed, edited and prepared 11 rules for discussion at the Board of Medicine’s inaugural meeting on January 12, 2027. A copy of these draft rules are available for review. Please note that these rules have not been officially proposed and the boards are not accepting comments on the rules at this time. Following the January 12, 2027 meeting, any rules that are officially proposed will go through the rulemaking process including a public comment period.
