WHEREAS, the State of Maine is committed to providing the best opportunities for success for those with disabilities; and
WHEREAS, the Achieving a Better Life Experience (ABLE) Act of 2014 created tax-advantaged savings, spending, and investment accounts that allow eligible people with disabilities to save money, build assets, and financially plan for their future while protecting their eligibility for benefits such as Supplemental Security Income and Medicaid; and
WHEREAS, funds in an ABLE account can be used to improve the health, independence, and quality of life for people with disabilities, and can be used on expenses such as adaptive technology, modifications to homes, physical therapy, food, and transportation; and
WHEREAS, the State of Maine launched the ABLE Maine program in October of 2021, and today, 1,700 people are enrolled and $10 million is held in total balances; and
WHEREAS, the ABLE Maine program is a member of the ABLE Savings Plans Network (ASPN), a national working alliance of ABLE programs, administrations, and industry stakeholders that are collectively celebrating National ABLE Savings Day throughout the country;
NOW THEREFORE, be it resolved that I, Janet Mills, Governor of the State of Maine, do hereby proclaim August 14th, 2025, as
National ABLE Savings Day
in Maine, and I urge families and employers to recognize the benefits ABLE savings plans have for our fellow residents who are disabled in reaching their full financial potential.
